The World Bank and the Government of Finland are going to finance the Second Land Administration Project (LAP 2). The development objective of LAP 2 is “to establish a sustainable, efficient and transparent land registration system in the project areas. The Palestinian National Authority ( PNA) received Project Preparation Advance (PPA) from the World Bank ) for completing project preparation of the second Land administration Project The project will be implemented by the Palestinian Land Authority (PLA).
The Palestinian Land Authority is now seeking the services of highly motivated individuals for the following position:
2- Position: Financial Officer
Duration of the assignmentº The entire duration of this contract will be for a total of 68 man months, about 6- 8 months before effectiveness of the project
Main Duties and Responsibilities:
- Draft the Financial section of the Project Implementation Manual (PIM).
- Prepare the Financial Management Procedures Manual to suit LAP 2 requirements, Ensure quality at entry of LAP 2 with respect to all aspects of financial management to ensure readiness for implementation
- Establish / implement adequate accounting, internal control and auditing procedures in accordance with the World Bank‘s minimum
requirements for financial management of Bank supported projects
- Establish procedures for the proper management of the project‘s funds and oversee the financial management and disbursement of funds
for each of the Project‘s components
- Follow-up on the disbursements and control procedures for the implementation of the annual project budget
-Review all financial transactions in advance of their taking effect, to ensure compliance with the project‘s policies, procedures and the Grant Agreement with the World Bank
- Verify payments to ensure that the expenditures have been properly authorized and approved and that they are included in the approved budget
-Prepare and provide adequate and timely administrative and financial information to the Head of the PMU
- Prepare, implement and review annual budgeted funds against actual expenditures
-Prepare all project related expenditures jointly with the Head of the PMU including the preparation of all cheques and payment orders
-Close the project‘s financial operations every month for accounts reconciliation
-Prepare Statements of Expenditures (SOEs), including monthly, by-annual and annual costs accounting statements with an analysis of gaps if any
- Provide the PMU, PLA management and donors with updated financial information
-Perform other duties as may be assigned by the Project Director
Personal qualifications
- A Bachelor‘s Degree in Accounting, Business Administration, or Finance
- A minimum of five years of relevant professional experience in financial management
-Experience in working with an international agency - experience with working on World-Bank supported projects would be an advantage
- Good understanding of public and private financial management and administration regulations and systems
-Good interpersonal and social skills
-Excellent Computer skills (Word, Excel, PowerPoint, Access) Reporting
The Financial Officer will be based in PMU office in the PLA in Ramallah. He/she will report to the PLA Project Director of the PMU.
