Diakonia is seeking to appoint a Financial Officer (Programme) in its Palestine/Israel Country Office in Jerusalem within the Rehabilitation Programme.
Responsible to: Programme Manager – Rehabilitation Programme
Responsibilities:
Main Responsibility:
The Financial Officer (Programme) has the main responsibility to support the Programme Manager in the planning, organization, coordination, monitoring, evaluation and the reporting of the overall programme and partner projects including an EU project. The main responsibility of the Financial Officer (Programme) is to be responsible to plan, implement, follow up and control the financial management of the program in accordance with the Diakonia and back-donor guidelines, requirements and standards.
Detailed Responsibilities:
The responsibilities of the Financial Officer (Programme) will include but are not limited to:
1-Prepare program budgets, revise budgets, status reports and financial reports.
2-Ensure Diakonia’s and partners’ compliance with the guidelines, procedures and requirements of Diakonia and the various back-donors.
3-Review partner budgets and financial reports, follow up emerging needs and recommend payments.
4-Collect, review and process audited reports and management letters from partners and follow up capacity building needs.
5-Organize, maintain, update and enter the necessary financial information within the organization’s internal electronic data base system.
6-Keep the accounting of the Rehabilitation Programme.
7-Manage procurement of services and goods in accordance with set procedures.
8-Participate in writing of program applications and reports to back-donors.
9-Assume project management responsibility for some projects within the programme as assigned by the Programme Manager.
10.Any other technical work related to management requested by the Rehabilitation Programme
Manager.
Qualifications:
Required
-University degree in Accounting and/or business administration with a minor in accounting
-Three years experience with EU projects especially financial planning, follow up and reporting in
accordance with the guidelines and EU standards.
-Three year experience with International Non-Governmental Organizations where financial programme management is documented.
-Has experience in Administration work.
-Experience in project work is an asset.
-Excellent spoken and written Arabic and English skills.
-Hebrew is an asset
-Good computer skills.
-Good communication skills and ability to work in a team
-Holder of a Jerusalem ID
-Driving License
