Background
The Ministry of Planning and International Cooperation (MOPIC) plays a vital role in coordinating international aid to support the development of an independent and functioning Palestinian state. MOPIC is committed to ensure the success of strategic initiatives under the National Program for Development and Reform (NP4DAR) and the Aid Framework, as such MOPIC seeks qualified Financial Specialist. The Financial Specialist will oversee the financial operations for NP4DAR and aid-funded projects, ensuring compliance with financial regulations, fostering transparency and accountability, and aligning financial strategies with national development goals and international aid commitments.
The Financial Specialist will be hired under the Finance for Jobs (F4J) project, funded by the World Bank, and will be based at MOPIC premises. F4J is a series of projects that began in 2017, with the overarching goal of mobilizing private investment in high-potential sectors and creating job opportunities across the West Bank and Gaza. Currently, the F4JII and F4JIII projects are underway and being implemented by DAI, the Project Implementation Agency (PIA), on behalf of MOPIC.
Responsibilities
- Ensure the accurate coding of field costs in line with the chart of accounts and organizational standards.
- Oversee the preparation, tracking, and processing of accounting transactions and payments.
- Maintain all accounting transactions in the accounting system, ensuring proper classification in accordance with accounting principles.
- Review payment requests, bills, and other financial documentation for completeness and accuracy, ensuring all required supporting documents are provided.
- Follow up with suppliers and vendors to obtain necessary documentation and ensure timely processing of payments.
- Liaise with Banks and statutory organizations to ensure compliance and smooth financial operations.
- Provide financial and payroll support to program staff, ensuring they have access to necessary financial information and assistance.
- Maintain payroll records, assist with bank reconciliations, and provide support for financial reporting and other related financial duties.
- Prepare and submit VAT reports to MOPIC, work with stakeholders on VAT exemptions where applicable.
- Scan and upload all payments, vouchers, and supporting documents to the Accounting System for proper recordkeeping.
- Ensure that all finance-related documents are filed appropriately, in line with organizational policies and regulations.
- Establish and implement internal financial controls, administrative systems, and policies to ensure operational efficiency, compliance with budgets, and alignment with strategic objectives.
- Manage all financial accounts, including accounts payable, accounts receivable, purchasing, donations processing, invoicing, payroll, and bill payments.
- Maintain accurate records of income and expenditure in financial databases, ensuring transparency and accountability.
- Monitor cash flow, ensuring adequate funds are available to meet organizational requirements, and preparing fund requests as necessary.
- Prepare quarterly and yearly financial budgets, as well as cash flow forecasts, and actively collaborate with the Operations Manager to monitor and understand budget variances.
- Prepare and submit financial reports, budgets, and expenditure reports to donors within prescribed deadlines.
- Review monthly financial statements from the accounting team and prepare narrative reports for review by the board of directors and co-directors.

Qualifications
Education
- Bachelor’s degree from an accredited university in accounting, finance, or business administration; CPA or equivalent is highly desirable.
- Advanced degree in a relevant discipline is an advantage.
Experience
- Minimum of 5 years of experience in financial management, preferably in aid-funded or public sector projects.
- Experience with World Bank-financed projects and knowledge of World Bank financial management processes and procedures is highly desirable.
- Good knowledge of financial accounting software, and familiarity with “Bisan accounting system” is a plus.
- Proven experience in payroll management, petty cash oversight, bank reconciliations, and financial reporting.
- Strong understanding of local financial regulations and procedures.
- Familiarity with financial management software and digital tools.
Skills and Competencies
- Strong understanding of financial management principles, laws, and regulations.
- Proficiency in financial software, digital tools, and Microsoft Office applications.
- Excellent analytical, budget management, and communication skills.
- Fluency in English and Arabic (written and spoken).
Reporting
The Financial Specialist will report directly to the Acting Deputy Assistant for International Cooperation and Aid Management.
Timeframe
The contract is for six months, based on a daily rate, with the possibility of renewal for an additional six months based on satisfactory performance and needs of the project.
