Food Security and Agriculture Program Officer

 

MA'AN Development Center is seeking, in its office in Gaza Strip, full time qualified candidates for the position of :
 

MA’AN is an independent nonprofit Palestinian organization established in Jerusalem in 1989 working in community development and capacity building at the national level with branches in both the WB & Gaza Strip. MA’AN works  in equal partnership with NGOs, CBOs & Popular Committees in the poorest and most marginalized areas enhancing people’s steadfastness and self reliance, empowering them to take a lead in developing their communities to improve their quality of life.

Job Purpose:
The Program Officer will be part of a highly efficient and motivated team. This position will be involved in program development, co-ordination of projects implementation, monitoring and tracking ongoing projects, resource development, building partnerships particularly with CBO's and lead the program operation in the field.

Major Responsibilities include, but are not limited to: -
-Able to realize the development trends, policy intervention and innovations in the program's areas of focus to enhance the effectiveness of program strategy.   
-Helping to plan and implement the different projects activities and supervise the staff in the field.
-Conducting project needs assessments and research
-Developing proposals in the field of food security/ agriculture and water and environment.
-Developing partnerships with other institutions to extend the impact of the program activities.
-Working with and managing all the program staff.
-Monitoring and tracking ongoing projects and initiatives, including evaluating and reporting to program people, partners and donors.
-Working closely with other programs at MA’AN and facilitating cross-program collaboration.
-Conducting site visits for completed  and active projects.
-Reviewing projects activities and providing critical analysis of projects strengths, weaknesses and risks.
-Assisting with all program efforts to enhance the sustainability of Maan. 
-Working  directly with the Program Manager and the program team.

Job Requirements:

1-Job Qualifications:
1-BA with five years experience or MA with three years experience  in management, project management, development, agriculture or environment engineering, or other related fields.

2-Skills:
-Demonstrated ability and experience in project cycle management of development projects (including designing, preparing submissions to donors, implementation, monitoring, reporting, evaluating and partnership building).
-Demonstrated experience in financial management, especially of project budgets including planning, monitoring, currency exchange, acquittals and reporting.
-Leadership abilities and experience of working successfully in a team environment, including ability to handle conflicting urgent priorities, and difficulties in working relationship with partner organizations.
-Excellent communication, representation, networking, administration and negotiating skills.
-Language proficiency (in speaking, reading and writing) in both English and Arabic and inter-personal skills, and the ability to establish and maintain effective working relationships with colleagues, partners and donors. ability to work under pressure, meet deadlines, prioritize workload and multi-task.
-Demonstrated knowledge, awareness and understanding of issues related to the current context of the Occupied Palestinian Territories and in particularly the agriculture and environment sectors.
-Experience working within the NGO sector and a strong background in initiating and implementing programs.
-Have a good knowledge about the food security, agriculture, water and environment sectors situation in Gaza..
-Proficiency in WinWord, Excel and MS Project.

Duration: One Year with possibility of extension
Directly Reporting to: Program Manager.
