Food Security and Livelihood Adviser
Première Urgence Internationale (PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. PUI started working in occupied Palestinian territory (oPt) in 2002 during the second Intifada. From the beginning, PUI’s objectives in oPt was to maintain and improve the food security and livelihoods of the most vulnerable populations directly affected by the protracted conflict between Israel and the Palestinians.
PUI has been working on economic development and women empowerment programs for 6 years now and has accumulated a lot of operational experience overtime. The main objectives of PUI in those sectors are to build communities’ capacity, to strengthen employability, competitiveness and entrepreneurship, as well as support the creation of small business. The FSL Adviser is a newly created position within PUI and aims at strengthening the capacity of the organization to identify a number of relevant livelihood activities that will contribute to building the resilience of targeted populations, taking into account the contextual constraints.
Specific objectives and related activities
1. Strategic guidance on FSL programming
- He/she contributes to the overall design and adjustments of the Mission strategy regarding FSL and on how to strengthen/integrate FSL in PUI’s programming
- He/she advises the Mission/the Base on how to strengthen the role of PUI in the different forums related to FSL
- He/she advises PUI and take an active role during the development of the proposals
- He/she builds up on previous assessments and studies developed by PUI
2. Knowledge building, standardization and capitalization
- He/she contributes to the global harmonization and institutional knowledge management in the sector, in close collaboration with PUI Technical staff
- Ensure knowledge building in FSL through regular documentation
- Ensure FSL projects related procedures, practices and know-how are disseminated to and within Bases.
- Produce and disseminate technical documents.
- Propose innovations and innovative projects for implementation.
- Contribute to dissemination of FSL technical knowledge at field and mission levels.
- Capitalize on past experience and information available within the organization
3. Technical guidance and capacity building of the field team dedicated to FSL activities
- He/she technically supervises the FSL Activities in charge in the field, ensure monitoring of relevant activities in close collaboration with M & E manager
- He/she assesses operation team strengths, weaknesses and opportunities in relation to FSL activities and provide recommendations on how to improve efficiency and impact
- He/she develops and provides relevant Livelihood trainings for PUI’s team members in order to improve PUI’s Food Security & Livelihood programs and find synergies with other actions
4. Representation, communication and coordination
- He/She is PUI’s technical focal point for the Food Security & Livelihoods sector in the Gaza strip, along with the Field Coordinator; he/she synthetizes experiences and coordinates initiatives in the Food Security & Livelihoods sector.
- Ensure PUI representation in FSS, external workshops, forums, congresses, seminars, upon proper delegation
Main expected achievements
- Contribute to support programmatic integrated approach at base and mission level, focusing on Cash Based Interventions modality and Livelihoods. Assist the mission in technical assessments and preparation of new project proposals.
- Raise PUI’s profile in the mission, develop a FSL network.
Team & coordination
- The position requires to technically supervise staff dedicated to Food Security & Livelihood in GS. Moreover, it will require a substantial amount of coordination: internally, with the Field Coordinator, the Advocacy Coordinator, the Deputy Head of Mission; externally, with partners in GS.

Profiling:
Educational background
- University degree (Economics, Business and Administration, Agronomy, Engineering) in one or several FNSL related fields
- Initial background in nutrition, Trained in Cash Based, Interventions (CaLP), Training of trainer are desired.
Professional Background
- At least 3 years’ experience in FSL program management (Food Aid, Income Generating Activities, Economic and/or agriculture recovery)
- Previous experience with NGOs in various contexts including recovery/post emergency
- Experience in need assessment
- Experience in monitoring FSL activities
Knowledge & Aptitudes
- Excellent command in writing and speaking English
- Good and proven capacity to deliver trainings on FSL
- Good and proven public representation skills
- Strong and proven capacity in diplomatically working among an integrated multi-cultural project team
- An individual with strong communication skills, who can build trust and confidently navigate both internally and externally at different levels
