Food Security and Livelihoods (FSL) Head of Project
For a period of 9 months
The Candidate will:
Support the FSL department as required, in order to ensure the effective implementation of projects in the FSL sector.
Manage agricultural related activities and to ensure effective rural market access for project beneficiaries.
Ensure the implementation of Income Generating Activities.
Manage all market related information that could enhance access to the market.
Manage partner organizations (design of work plans, objectives and strategies, follow up and evaluation of their work, design and negotiation of contracts/Terms of reference).
Maintain effective relationships with key stakeholder – including local / national authorities, and civil society to ensure their involvement in the successful implementation of FSL projects.
Participate in the design of ToRs for studies, reports, awareness-raising campaigns and other activities subcontracted to partners.
Establish and ensure that an appropriate monitoring system is implemented according to the objectives and indicators defined in the Log Frame of the FSL projects.
Prepare and implement internal project evaluations as required.
Supervise staff, when relevant, and manage the workload to ensure deadlines are met.
In collaboration with the FSL Program Manager, set the project schedule for implementation and reporting and actively ensure it is maintained.
Gather from NGOs, institutions, local authorities and other key stakeholder with respect to the local Food Security context.
Evaluate and update project needs, including HR, financing, logistics.
Analyze and build on field experiences in order to share lessons learned.
Collect and update context information and household vulnerabilities in order to feed the strategy of the department.
Collaborate with the FSL Program Manager and FSL team to identify potential project interventions in current and new target locations.
Maintain and promote relations with coordination bodies, local authorities, partners, beneficiaries and other external stakeholders related to Action Against Hunger activities; these activities conducted in collaboration and coordination with the FSL Program Manager and Head of Base.
Attend local and national Food Security meetings, and Technical Working Groups as requested by the FSL Program Manager and Head of Base.
Prepare the monthly "Activity Progress Reports" (APRs) and submit them to the FSL Program Manager and Head of Base.
Prepare Action Plans relating to FSL projects as requested by the FSL Program Manager and Head of Base.
Review partner reports and submit to the FSL Program Manager and Head of Base.
Prepare annual, mid-term and final reports to the donor in collaboration with the FSL Program Manager and Head of Base.
Prepare project related capitalization reports to be shared with the relevant actors.
Participate in the design and preparation of implementation activities reports and generals minutes of meeting.
Profile of the Candidate:
Bachelor degree in Engineering, Agriculture, Business Administration, International Development, Education, Political Science or International Relations.
Proven relevant field experience in food security context in the Gaza Strip
Livelihoods program implementation, preferably in the Middle East.
Previous knowledge of Action Against Hunger programs and policies is desirable.
Proven experience supporting community resilience programs, including, agricultural development, small grants and capacity building.
Proven relevant experience working on rehabilitation of agricultural infrastructures
Previous experiences working with programs actors, including agricultural Community Based Organizations (CBOs), and national and International NGOs
Capacity to apply organizational rules and procedures.
Capacity to treating information confidentially.
Excellent organizational and interpersonal skills.
Flexibility and ability to work under pressure.
Fluency in reading, writing and speaking Arabic and English.
Fully proficient in Word, Excel, PowerPoint and Internet.
Able to travel to the West Bank and Jerusalem and stay overnight.
