Forensics Development Specialist
Project Summary:
PRO-telligent supports the U.S. Department of State Bureau of International Narcotics and Law Enforcement (INL) plans to implement the Justice Sector Assistance Program (JSAP) in the West Bank. It focuses on providing technical support, capacity-building and logistical support to key stakeholders in the Palestinian justice sector, including but not limited to law enforcement, the public prosecution, judicial institutions and security agencies.

Position Summary:
The Forensics Development Specialist (FDS) will work closely with key stakeholders to assess capacity and provide technical capacity building to forensics personnel in the West Bank. The FDS will oversee the updating of forensics lab facilities and equipment. The FDS will ensure compliance with PRO-telligent and Tetra Tech Duty of Care Standards. The FDS will be supervised by the Deputy Chief of Team and will be based in Ramallah.
Responsibilities:
- Work closely with the Deputy and Chief of Team (DCOT and COT) to support project implementation.
- Assess existing capacity of relevant stakeholders including not limited to police, public prosecutors, and MOJ Crime Scene Lab Specialists.
- Develop targeted technical training materials.
- Mentor and conduct trainings to a wide variety of toxicology and medical forensic laboratory staff.
- Guide project efforts to update laboratories.
- Work embedded within the appropriate entities.
- Perform other tasks as requested by the Deputy and Chief of Team.

Qualifications:
- Bachelor’s degree in criminal justice, law, or related field is required. Master’s degree preferred.
- Minimum five years of related experience working on forensic development required.
- Experience providing technical support under U.S. State Department funded projects preferred.
- Familiarity and experience working in the West Bank required.
- Advanced knowledge of all Microsoft Office programs including Word, Access, Excel, PowerPoint, and Outlook required.
- Strong adaptability, communication, proactive problem-solving, service-oriented, and interpersonal skills required.
- Ability to work effectively and harmoniously under pressure in a stressful environment and with colleagues from different cultural and professional backgrounds required.
- Fluency in Arabic and proficiency in English required.
