Food Security Livelihoods & Cash (FSL-C) Specialist
The Food Security Livelihood and Cash (FSL-C) Specialist is one of the key technical positions in CARE Palestine’s Program, and this position is created to directly support CARE International in Palestine response to the Humanitarian Crisis. The FSL-C Specialist will be responsible for providing strategic and technical leadership to the Palestine Emergency Food Security & Livelihoods Response, including development of the cash transfers systems and funding proposals. This position is responsible for assessment, response analysis, design and implementation of the food security and livelihoods components for emergency response, recovery and resilience interventions. S/he will need to ensure response to immediate FSL-C issues with simultaneous consideration of longer-term needs and possible scenarios. The Specialist will need to take a very active role in technical co-ordination, support, and advocacy with national and local FSL Clusters and Cash Working Groups and other technical agencies relevant to the sector.
Job responsibility #1: Program Set up
- Provide sectoral leadership and expertise in all FSL-C related assessments by the CO, with key focus on gender and protection issues.
- Development of tools for every step of cash assistance, including market assessment, vendor selection, safety and security management, beneficiary registration, beneficiary verification, distribution, redemption, and reconciliation.
- Develop a gender sensitive assessment tool to ensure the CASH programming is properly mapping gender needs to inform the Cash projects.
- Harmonize the CASH approach and tools with the CASH Cluster and other CASH leading agencies in the operational areas.
- Conduct thorough response analysis and recommend comprehensive and effective actions for response which may include both food and cash-based interventions and recuperative programs to address moderate and severe acute malnutrition.
- Collect and analyse program data, capture and share lessons learned and best practices for specific projects to facilitate improvements in decision-making and contribute to the FSL learning agenda.
- Support program team on design and conduct market assessments in relation to CVA and market-based approaches across all stages.

Job responsibility #2: Program Design and Implementation
- Support program team on design and conduct market assessments in relation to CVA and market-based approaches across all sectors.
- Select and design most appropriate food security interventions based on the outcomes of assessments and the context.
- Proactively seek new business development in FSL-C, including cultivating relationships with donors, proposal writing, etc. in line with CO strategy and the CARE mandate to serve the needs of vulnerable population.
- Contribute effectively to the development and preparation of FSL proposals and program planning.
- Provide all required guidance to the design, of any new opportunity; contribute to proposal writing and make sure all CVA approaches are aligned with donors' requirements
- Ensure that all sectoral program components such as Health, Nutrition, WASH, Shelter and FSL of CVA programming, are technically robust and implementation is aligned with CARE SoPs and policies.
- Support proposal writing efforts by providing technical input for cash-components
- Supervise and support the timely and effective implementation of FSL-C projects and activities across operational areas, in line with budgets and work-plans.
- Provide implementation and technical support to field prior and during the implementation of activities.
- Ensure mainstreaming of gender & protection in all proposal development, theory of change and budget development.
Job responsibility #3: Technical Leadership, Representation and Capacity Building
- Track key development in the regulatory environment as well as donor policies/funding trends to adapt FSL and CVA programming accordingly to ensure relevancy.
- Provide technical support to the recruitment of FSL-C related staff (i.e. JD review , technical short-listing, technical interviews).
- Coordinate the dissemination of key technical material and organize training with a special focus on standards and best practice.
- Assist in the roll out of new FSL and CVA approaches including training materials.
- Build the technical capacity for CARE staff, and local implementing partners and any counterparts including program, procurement, finance and MEAL teams.
- Identify, build, initiate and manage collaborative partnerships with donors, local authorities UN agencies and other stakeholders.
- Ensure CARE’s representation and active participation in Gaza and West Bank Food Security Cluster, Cash and Market Group, and all other coordination mechanisms whenever needed.
- Identify priority areas for research that inform evidenced-based program design and long-term strategy, with special focus on gender and protection.
- Lead on design and coordination of operational research activities in coordination with Program Quality and Programs Teams
- Lead on advocacy efforts supported by evidence to move from short term (emergency) approach into long term focusing on resilience
Job responsibility #4: Strategic Influence and Representation
- Identify, build, initiate and manage collaborative partnerships with donors, local authorities, UN agencies, and other stakeholders.
- Ensure CARE’s representation and active participation in the Palestine Food Security Cluster and Cash Working Group (CWG), including the Strategic Advisory Group (SAG), and all other coordination mechanisms whenever needed.
- Participate in cash coordination efforts, strengthening CARE’s program approach and influencing the response via these mechanisms.
- Engage in CARE’s global FSL and CVA groups as CARE FSL and CVA Focal Point and contribute, to training, knowledge management, and SoPs
- Develop strategic partnerships, in collaboration with Program and operation, to bring viable external resources and innovations into the program.
- Represent CARE at donor meetings for general partnership development, proposal development, and presentation and status presentation of existing grants.
Job responsibility #5: Monitoring and Reporting
- Work closely with the MEAL team in the monitoring of FSL interventions; ensuring the collation, analysis and sharing of data related to project activities and food security context for the purposes of designing new interventions, donor advocacy, fund raising and reporting.
- Support the development of needs assessments, market assessments and conduct in-depth technical analysis of the data collected.
- Support the MEAL team and field teams in ensuring that robust monitoring systems are in place and that reviews are undertaken periodically.
- Lead on the review of FSL and CVA components of project reports – contributing both in terms of narrative reporting and data analysis.
- Conduct monitoring visits to project locations, develop field reports and follow up on critical issues in a timely manner.
Job responsibility #6: OTHER RESPONSIBILITIES AS ASSIGNED
- Ability to design practical, operational and contextualized SOPs
- Ability to train staff members to implement of FSL and Cash programs
- Sound proposal and concept note writing and proposal development that is attractive to donors

Job Profile Requirements
Required
- Master’s or bachelor’s degree in a relevant field, such as economics, business, international development, humanitarian studies, or another related field
- Certified in Project Management (e.g. PMD Pro) or equivalent combination of education and work experience
- Training in Cash and voucher assistance and market-based approaches (CALP, MERS, sectoral such as WASH, Health, Nutrition).
- Five years’ experience working on FSL and Cash programming in humanitarian contexts, including experience of field-level management of complex humanitarian response and resilience programs with proven experience donor-funded projects
- Two years’ experience working in a fragile context like Palestine or similar.
- Proven experience of successful capacity-building of humanitarian field staff and partners, with experience in remote training
- Proven experience supporting project teams on full project cycle technical needs (design, implementation, M&E, lessons learned),
- Flexible, and have the ability to cope with stressful situations
- Excellent communication and writing skills in English
- Strong networking capability
- Ability to develop capacity building frameworks and work plans
- Ability to work in multi-cultural teams
- Commitment to CARE core value and principle
Desired
- Strong contextual knowledge of Palestine (West Bank / Gaza) ‐ social, cultural, and economic context, priorities, and constraints
- Certified in Core CVA skills (e.g CaLP trainer)
- Training in gender.
- At least one year of experience in a managerial position
