PREMIERE-URGENCE INTERNATIONAL (PUI) is an international, apolitical, non-religious, and non-profit French organization intervening in 23 countries worldwide. PUI aims to provide a global response to the fundamental needs to people affected by humanitarian crises, from the emergency to the restoration of their autonomy and dignity. Première-Urgence and Aide Médicale Internationale merged in 2011 to offer a better range of lifesaving care and life-changing assistance to communities affected by extreme adversity.

PUI's humanitarian and development aid strategy in oPt focuses on providing support to populations affected by the coercive environment and subsequent IHL/HR violations both in the West Bank (WB) and the Gaza Strip (GS). PUI's programming incorporates interventions in several different sectors, aiming at the prevention of livelihoods' loss and displacement as a consequence of protection threats, lack of services (health, education, WASH), and lack of access to agricultural lands or job opportunities.

PUI is seeking for: FSL Field Officer

Duration: 5 months (renewable depending on funds availability)

Starting Date: 1st August 2021

This is a full-time position from Sunday to Thursday (08:00 AM – 04:00 PM).

 

Main Tasks

Under the direct supervision of the Food Security Project Manager and in close coordination with MEAL team, the FSL Field Officer will be in charge of supervising the implementation of different food security and livelihood projects carried out by PUI and its national partners with vulnerable groups in the Gaza Strip (mainly farmers, herders, and fishers in the Access Restricted Area).

Detailed Tasks

Supervise the Implementation of FSL Activities

  • He/she will technically supervise the FSL Activities in the field, ensure monitoring of relevant activities in close collaboration with M&E team and partners’ project teams.
  • He/she will ensure the activities under his/her responsibility are running smoothly. Above all, he/she will follow directions given, report to his/her supervisor, report any obstacles encountered during implementation and propose improvements or changes if necessary.
  • He/she will conduct regular field visits to oversee and follow up the implementation of activities.
  • He/she will supervise the field monitors who will be assigned by the local partner CBOs to follow up the activities.
  • He/she will participate in and follow up the beneficiary selection process in close coordination with partners and PUI’s MEAL department.
  • He/she will liaise with support department (Finance, Logistics, HR) regarding the support needed for the proper implementation of activities.
  • He/she will supervise and coordinate social workers daily work as per defined objectives and signed contracts.

Partners Management

  • He/she will work closely with the Partner designated staff and MEAL teams to ensure work is carried out according to agreements, plans, and guidelines
  • In coordination with the line manager, he/she will build the partner’s project team capacity where necessary through providing directly, or organizing, training in relevant areas of weakness (financial, logistical, funding and project cycle management).
  • He/she will support finance team and FSL project manager in preparing partner budgets, planning, and tracking of spending.
  • He/she will make recommendations to improve the performance of partners’ teams and monitoring the implementation of these recommendations by partners.

Monitoring, Evaluation, Reporting, and Capitalization

  • He/she will orally report daily to the FSL Project Manager and submit weekly written reports on the activities carried out in the previous week and on the priorities for the following week.
  • When requested, he/she will work with the MEAL team in developing assessment / survey and monitoring tools and systems for project(s) in coordination/consultation with the FSL project manager.
  • He/she will participate in data collection, data analysis, and writing reports accordingly.
  • He/she will ensure integrity and timeliness of collection, analysis of data, and archiving of supporting documents including Sources of Verification (SoVs).
  • He/she will provide inputs to interim, final and other ad-hoc reports requested by the FSL project manager. 
  • He/she will assist in capitalizing project experiences and lessons learnt in coordination with the FSL Project Manager and MEAL department.
  • He/she will collaborate with the MEAL team on M&E aspects.
  • He/she will support in the identification of new priority areas, emerging needs, and activities.
  • He/she will participate in the implementation of ad-hoc needs assessments and surveys when requested.
  • He/she will provide the inputs needed for the development of concept notes and proposals.
  • He/she will ensure compliance with PUI’s policies and procedures, including those of administration, procurement and finance.
  • In liaison with FSL Project manager, he/she will support collection and analysis of data needed for advocacy purposes.

External Coordination, Representation, and Donor relations

  • In liaison with the FSL Project Manager, He/she will represent PUI to other NGOs, INGOs, local partner CBOs, and local authorities where relevant.
  • He/she will support the line manager to maintain contacts and relations with key players including other agencies, donors, local authorities, CBOs, and beneficiaries.
  • He/she will prepare for and/or participate in internal and external coordination meetings related to the role, as requested.
  • He/she will participate in meetings with relevant stakeholders and partners as needed and requested by the FSL Project Manager.
  • He/she will support in preparing for donor and internal filed visits in collaboration with the partners.

Job Requirements

Required Knowledge, Skills, and Experience 

  • Bachelor's in a field related to agriculture, engineering, business administration, international development, or any relevant field (Master degree is a plus);
  • Minimum 3 years of previous experience in a similar position within the humanitarian sector, with national or international NGOs (Prior knowledge of the projects areas is an asset);
  • Proven relevant filed experience in implementing, monitoring, and evaluating food security and livelihood projects in normal and emergency settings within the context of Gaza Strip.
  • Proper understanding of the FSL needs and priorities in the Gaza Strip.
  • Understanding of institutional donor (ECHO, HPF, CDCs, etc.) procedures.
  • Familiarity with the humanitarian principles, protection, PSEA, international humanitarian law (IHL), and international human rights law (IHRL);
  • Written and verbal fluency in English and Arabic;
  • Sound understanding of project cycle in humanitarian & development contexts and experience in administering project management tools.
  • Good analytical skills and capacity to present data in a clear and concise manner;
  • Experience in working closely with local partner organizations and stakeholders.
  • Ability to draft good quality short reports in English and Arabic.
  • Computer skills, in particular MS Word, MS Excel, MS Outlook, MS Project, and the Internet.
