                                          Food Security Livelihood (FSL) Officer  

                                                               North Gaza 

For 7 months with possibility of extension 

General Objectives:  

In the framework of food security and livelihoods programming to assist vulnerable households in the Gaza strip, The goal is to comprehensively address the immediate needs and long-term well-being and enhance resilience of the impacted population. The FSL Officer will support the Food Security and Livelihood Department in ensuring quality implementation and monitoring of FSL interventions of enhancing the socio-economic statues of affected people in North Gaza. This includes supervising the implementation of FSL emergency initiatives that support vulnerable communities through rapid emergency responses, cash-based interventions, rehabilitation of agricultural sector, and economic empowerment initiatives.  

 The candidate will be responsible on the following objectives:  

Objective 1: Planning and implementation of FSL activities: 

  • Provide overall technical expertise and management of the implementation of all food security, agricultural, and livelihood-related activities, cash-based interventions, and any other FSL projects. 
  • Develop activity plans for each task in collaboration with the area focal point, logistics, project assistant, and/or daily workers. 
  • Prepare necessary project documents, including announcements, standard operating procedures, beneficiary applications, attendance sheets, agreements, MEAL tools, etc. 
  • Actively lead in the beneficiary selection process under the guidance of the FSL Head of Project, lead the process of identification, selection, registration, and documentation of project beneficiaries and geographical areas for various interventions: cash-based interventions, agricultural and livelihood activities in line with the targeting criteria, and the selection SoPs developed for the project and ensure the creation of an up-to-date database for all beneficiaries' information.  
  • Actively responsible for all field-level coordination and representation of the project activities with close arrangement with the area focal point to effectively collaborate with stakeholders, partners, and team members for streamlined project implementation.  
  • Field Visits and Technical Support: Conduct regular field visits to project sites, providing technical support as needed. Propose solutions and improvements relating to project activities and how to improve distributions. 
  • Lead the development and execution of inputs and aid distribution plans, ensuring efficient coordination, logistical management, community engagement, and ongoing monitoring and adaptation and that security procedures are followed. 
  • Continuously gather and update contextual information related to food security, ensuring that data remains current and relevant to inform decision-making and program planning efforts. 
  • Regularly monitor local market dynamics and commodity prices, providing timely analysis to inform project decision-making and strategies for enhancing food security and livelihoods in the target area. 
  • Identify potential risks and challenges associated with project activities, and closely with the head of the project develop mitigation strategies and monitor implementation to minimize disruptions and ensure the safety and security of project personnel and beneficiaries. 
  • Ensure the integration of gender-responsive, protection, and socially inclusive approaches throughout project implementation, monitoring, and evaluation. And ensure the specific needs and priorities among diverse demographic groups are covered or reported to foster equity and empowerment. 

Objective 2: Collaboration with Logistics and finance department: 

  • Collaborate closely with the logistics department to ensure timely procurement and delivery of project inputs, adhering to budgetary constraints and procurement procedures. 
  • Support the logistic departments in reaching out to active suppliers in North Gaza and collect all the needed documents for any procurement actions according to the AAH and donor procurement policies and procedures.  
  • Support the logistics department in the procurement process by providing technical specifications and requirements for project-related goods and services and participating in supplier evaluations. 
  • Support in providing inputs to logistics and finance departments for the development of project budgets, procurement plans, and financial forecasts, incorporating FSL-specific requirements and priorities. 
  • Work closely with the finance department to facilitate the timely processing of payments to vendors, contractors, and project partners, ensuring compliance with contractual agreements and financial regulations. 

Objective 3: Monitoring, Evaluation, and Reporting 

  • Coordinate with the MEAL department to implement and validate the Beneficiaries, geographic areas selection process.  
  • Regularly monitor and supervise the activities in the field to track progress and provide the necessary on-field mentoring support to improve performance and results. 
  • Assist in maintaining an up-to-date beneficiary database, tracking progress, and addressing challenges. 
  • Actively participate in the documentation of project learning and impact case stories and ensure that all lessons learned, and best practices are properly documented and used to inform project management decision-making processes and project design. 
  • With the support of the MEAL team, facilitate any relevant project assessments and evaluation, including planning and organization of PDM, post-harvest assessment, baseline/end-line surveys through interviews of individual beneficiaries and focus group discussions; etc. 
  • Actively participate in regular project reviews and facilitation of both internal and external monitoring and evaluation missions by reviewing implementation and monitoring documents in line with AAH Gender Policy and FSL strategy. 

Objective 4: Human Resources & Team Management. 

  • Line management FSL and Nutrition teams whose size and composition may vary over time (Assistant, field workers, social workers, and daily labors). 
  • Participate in the recruitment process for positions related to the project that are directly managed: field and daily workers. 
  • Validate action plan for team members, considering the project time plan and Action Against Hunger internal regulations. 
  • Identify gaps and needs of team to provide training and coaching and communicate training needs to Head of the Project. 
  • Organize and conduct induction sessions for newly hired staff, facilitating their smooth integration into the team and assisting with their placement within the organization. 
  • Support the knowledge transfer within the FSL department. 

Objective 5: Representation and communication   

  • Maintain regular communication with relevant stakeholders with external actors (local authorities, UN agencies, community leaders, other NGOs, volunteers, subcontractors, etc.).   
  • Participate in relevant coordination to ensure the sharing of best practices within the wider humanitarian community.     
  • Inform AAH Management about the positions of different actors in the field, their response capacities, etc. to anticipate joint opportunities of joint response and to avoid duplication.   
  • Maintain regular information flow to partners and stakeholders.     

Objective 6: Reporting and Learning  

  • Reporting of field activities to the Head of Project (data entry, materials delivered, work achieved, beneficiaries’ attendance, obstacles and constraints) taking into consideration reporting requirements and monitoring and/or evaluation tools and indicators.  
  • Participate in the preparation of the monthly "Activity Progress Reports" (APRs) and submit to the Head of Project. 
  • Participate in the preparation and collection of data for communication, advocacy and capitalization purposes (case studies, etc.).  
  • Conduct the needed data collection in collaboration with MEAL department.

Job Requirements
  • Advanced university degree in disciplines relevant to food security  
  • Knowledge of program implementation, including preparation and monitoring of budgets and workplans. Knowledge of gender and protection mainstreaming. Knowledge of CVA interventions is a plus. 
  • Five years of relevant experience in the field of food security and livelihoods.  Previous experience in emergencies, including large-scale distribution, planning it and executing it.  Minimum 3 years of directly proven experience in NGO sector.  Experience in community-led initiatives is a plus.  
  • Knowledge in humanitarian/emergency and/or development programming is a plus.  
  • Strong communication skills both verbal and in writing. Ability to promote good working relationships among colleagues, supervisors, and supervisees. Analytical and creative thinking abilities with solutions-oriented approach.  
  • Fluency in reading, writing and speaking Arabic and English   
  • Very good knowledge in Word, Excel, Power Point, Outlook   
  • Valuable prior experience in issues related to the promotion of gender equality or personal commitment to gender equality. 
  • Candidates from North Gaza are preferred.
