CONTEXT
Oxfam-Québec is implementing the Voluntary Cooperation Program (VPC) entitled “Equality in Action” working in close collaboration with Oxfam teams in the countries of intervention. This program will take place over a period of seven years (2020-2027) in about ten countries in Africa, the Middle East, and Latin America.
The VCP aims to increase the performance of local partner organizations in developing countries in implementing inclusive, innovative, and sustainable development initiatives that will advance gender equality. Oxfam’s role is to support civil society organizations (CSOs) working with the most vulnerable and marginalized people to claim and exercise their rights. The knowledge, capacity and expertise of the qualified volunteers will be leveraged through short and long-term assignments with local partner organizations.
The VCP will be articulated within Oxfam's Country Strategy while ensuring compliance with Oxfam-Québec's contractual agreements with its donors.
MAIN RESPONSIBILITIES
In close collaboration with the Oxfam team members in the country of intervention, the Advisor will be responsible to:
- Develop partner's capacities on donor mapping, gathering donor intelligence and identification of and funding opportunities/mechanisms.
- Support partner's teams in developing and implementing resource mobilization and funding strategies aligned with their organization's programming strategies.
- Guide and support partners on establishing relations and engaging with donors, INGOs and UN agencies for funding purposes.
- Build partners’ capacities on donor compliance including ensuring enhanced understanding, timely delivery of donor contract requirements, procedures, policies; i.e., narrative and financial reporting, visibility, budget and expenditure monitoring, amendment requests and communication with donors.
- Support/train partners where relevant in the development, review, submission of high quality financial and narrative reports, ensuring consistency, accuracy, clarity and timely submission in compliance with policies and procedures as well as donor contractual requirements.
- Support partners where relevant in the development, planning and preparation of necessary groundwork and submission of high-quality proposals to donors, including alignment to call for proposal's guidelines and donor requirements.
- Assist partners in ensuring that submissions are planned, designed and implemented in a consultative, participative and gender sensitive manner.
- Share and embody Oxfam’s commitment to a zero-tolerance policy against behaviour that violates the code of conduct, including sexual harassment, exploitation, abuse, intimidation, lack of integrity, corruption, and fraud.
- Participate in development efforts in Canada during and after the mandate by contributing to the dissemination of the program, projects, partners, etc. through testimonials, life stories, photos, quotes, etc.

REQUIREMENTS
- Have Canadian citizenship or citizenship of a country in the Middle East other than OPT.
- Diploma in relevant areas (Business Administration, Economics) or proven experience at this level.
- At least 3 years of experience and knowledge of planning for, securing and managing funds from institutional donors.
- Experience of donor relations and grants management (e.g., with institutional humanitarian and development donors).
- Sound skills in donor contract management, donor compliance and programme development.
- Proven skills and experience in report and proposal development and working with multiple donors.
- A team player with highly developed interpersonal, influencing and relationship skills.
- Excellent communication skills.
- Knowledge of NGO programming.
- Mastery of the Office suite.
- Proficiency in English. Knowledge of Arabic (an asset).
- Experience working in OPT or the MENA region (an asset).
- Experience in international development (an asset).
- Adherence to the mission and values of Oxfam, including the promotion of equality between women and men.

- Living and housing allowances (3500-5000$ CAN)
