GENERAL DEFINITION

Under the guidance and supervision of the Executive Director or her appointee, the Fundraising and Grants Compliance Officer takes full charge of managing and ensuring compliance with all aspects of fundraising activities and grants administration.

The Fundraising and Grants Compliance Officer works on internal level in close collaboration with the Jerusalem Finance & program staff and on the external level with the Grant-making institutions, Regulatory bodies, and Consultants. 

MAJOR DUTIES AND RESPONSIBILITIES

Job Overview: As the Fundraising and Grants Compliance Officer, he/she manages the organization’s fundraising efforts while ensuring compliance with all legal, financial, and operational requirements related to grants and donations. The officer will be responsible for proposal development, grant management, donor relations, and adherence to donor conditions.

Key Responsibilities:

A- Fundraising:

  1. Develop and Implement Fundraising Strategies:

   - Design and execute a comprehensive fundraising plan aligned with the organization's strategic goals.

   - Identify and research prospective donors (individuals, foundations, and corporations) and grant opportunities.

  1. Proposal Writing:

   - Lead or support the development of high-quality proposals to potential donors.

   - Coordinate with program teams to ensure proposals reflect the needs of the organization’s projects and meet donor requirements.

  1. Donor Engagement:

   - Build and maintain strong relationships with existing and prospective donors.

   - Organize donor meetings, events, and other engagement activities.

   - Ensure timely and effective communication with donors, including updates on project progress, financial reporting, and acknowledgment of contributions.

 B- - Grants Management:

  1. Grant Administration:

   - Oversee the entire grants lifecycle, including pre-award, award, implementation, and closeout processes.

   - Ensure all grants and projects comply with donor agreements, organizational policies, and legal regulations.

   - Review grant agreements to identify key compliance requirements.

  1. Monitoring, Reporting, and Evaluation:

   - Ensure that all donor reporting requirements are met, including financial reports, programmatic updates, and other documentation.

   - Work with program and finance teams to monitor project implementation, ensuring alignment with donor agreements.

   - Provide guidance on budget revisions, no-cost extensions, and other grant amendments.

  1. Compliance:

   - Ensure compliance with all applicable laws, regulations, and donor conditions, including those related to anti-corruption, procurement, and financial accountability.

   - Stay updated on legal and regulatory changes related to fundraising, grants, and compliance requirements.

C- Financial Oversight:

  1. Budget Development and Management:

   - Work closely with finance and program teams to develop budgets for proposals and grants.

   - Monitor project budgets and expenditures to ensure alignment with donor guidelines and prevent over- or underspending.

  1. Financial Reporting:

   - Ensure accurate financial reporting and proper tracking of all grant expenditures.

   - Coordinate with the finance department to prepare financial statements and reports for donors.

 D- Capacity Building:

  1. Internal Training:

   - Conduct training sessions for program, finance, and other staff on grant compliance, donor requirements, and fundraising best practices.

  1. Organizational Policies and Procedures:

   - Assist in the development and improvement of organizational policies, processes, and tools to ensure effective grant management and compliance.

Job Requirements

REQUIRED BEST PRACTICES

- Education:

  - Bachelor’s or Master’s degree in International Development, Non-Profit Management, Communication, Finance, or a related field.

- Experience:

   - Minimum of [5] years of experience in fundraising, grants management, or donor relations, preferably within the non-profit or NGO sector.

   - Proven track record in successfully securing grants and managing donor relationships.

   - Strong knowledge of grant compliance and financial management, of various international donor regulations.

- Skills:

   - Excellent written and verbal communication skills in Arabic and English .

   - Strong project management skills, with the ability to manage multiple priorities.

   - Proficiency in using donor management and grants management software.

   - High attention to detail and ability to maintain strict compliance with guidelines.

   - Capacity to work independently and as part of a cross-functional team.

   - Ability to interpret financial reports and develop budgets.

- Communication Skills: Strong interpersonal and communication skills to engage with donors and stakeholders.

. Reporting Requirements:

The Fundraising and Grants Compliance Officer will be required to submit regular progress reports on:

- Fundraising efforts, including proposals submitted, grants awarded, and funds raised.

- Compliance with grant agreements and donor requirements.

- Financial tracking of grants and fundraising outcomes.

- External: Donors, Grant-making institutions, Regulatory bodies, and Consultants.
