Fundraising Officer/ Project Manager
The Treatment and Rehabilitation Center for Victims of Torture (TRC) is a non-profit human rights organization and mental health service provider for direct and indirect victims of torture, violence and ill-treatment.
TRC seeks a Fundraising Officer/ Project Manager who will be responsible for the overall fundraising process including supporting the development and implementation of a fundraising strategy in line with the organization’s mandate, identifying donors/funders, researching grant opportunities, and coordinating with the Program Development Unit. As well as being responsible of project management cycle including fine tuning and providing strategic direction to project consortium, lead and produce annual plans and budgets and any amendments, develop quality donor reports, quality assurance and effective leading, and provide management and leadership to project team and the consortium. Provide budget holding duties and ensure timely resource mobilization and utilization, ensuring compliance with TRC and donor policies and regulations.
Main Duties and Responsibilities:
- Assisting with the development of a funding strategy and a portfolio of local and international donors with having the ability to be a key player in donors charity community for maintaining long term relations with donors.
- Developing and strengthening donor relations for contribution in securing significant grant funds to ensure the delivery of TRC vision and promote its services and successes through both social media and local press.
- Coordinating with different program departments to compile activities information required for writing proposals including appeals.
- Develop logical frameworks, action plans and tracking sheets in coordination with the Program Development Unit.
- Follow up on donor requirements and guidelines for timely submission of concept notes and proposals.
- Conduct monthly progress review for the project activities with the consortium and the project team, ensure progress is achieved as planned, challenge mapped, and actions indented and rolled out in timely fashion.
- Lead project planning, coordination, and capacity building meetings with partner organization and donor as necessary.
- Preparation of detailed and effective project action plan for project activities.
- Develop needed project related documents including ToRs, tenders and agreements.
- Assist the finance department in preparing periodic financial documents and reports for the project.
- Coordinate and close follow up on the implementation of the different communication and visibility activities and productions.
- Ensure all project activities are implemented in a timely manner and according to donor’s rules and regulations.
- Prepare narrative reports (progress or final) and submit in a timely manner.
- Support General Director with ad hoc tasks.

Education, Experience and Skills:
- University master’s or bachelor’s degree in political science, social sciences, management, or other relevant field for the position and minimum of 5 years’ experience in donor relations, project cycle management, and proposal writing.
- Excellent communication skills: able to work independently or within team comprised of various departments under tight deadlines.
- Proven experience in reporting to major donors, particularly EU and UN Agencies.
- Proven record of success and mastering project management cycle and donor communication.
- Accomplished level in key competencies; delivering results, networking and influencing and cooperation Rights-based approach and participatory approach.
- Ability to function effectively under stressful conditions such as heavy workloads, and deadlines.
- Fluent in both Arabic and English.
- Excellent computer skills.
- Able to travel and attend conferences and meetings throughout the West Bank as necessary.
- Jerusalem ID is an asset.
