Background
Through a package of technical assistance and grants, the Small and Medium Enterprise Assistance for Recovery and Transition (SMART) project aims to rapidly recover the Palestinian small and medium enterprises (SMEs) and put them on a path to revitalization following unprecedented crises, e.g., COVID-19. SMART will help SMEs regain productivity, grow, and expand. It will promote economic growth and self-reliance in the West Bank and Gaza.
Role
The Environment Specialist will serve as the lead for all environmental compliance tasks. She/He will identify adverse environmental and social impacts of all relevant SMART activities in Gaza and develop mitigation and monitoring measures. She/He will be responsible for developing and implementing USAID’s Environmental Mitigation and Monitoring Plan for activities and will report to the Senior Business Advisor.
Responsibilities:
- Support the Senior Business Advisor in environmental compliance by reviewing, monitoring, and evaluating the implementation of project activities.
- Screen selected firms using the environmental compliance screening form, develop the Environmental Monitoring and Mitigation Plan (EMMP) for each firm, and write site visit reports on environmental compliance.
- Monitor environmental compliance of activities, particularly the expansion of business operations to manufacture new products, that require the installation of new equipment and machinery.
- Review designs, specifications, plans, and drawings vis-a-vis the environmental analysis and make recommendations to ensure they mitigation requirements outlined in the approved EMMPs
- Serve as project representative to monitor and enforce environmental analysis recommendations and mitigation measures as well as USAID environmental compliance requirements.
- Develop Scopes of Work (SOW) and Terms of Reference (TOR) for environmental assessments, environmental reviews, or other environmental studies as needed.
- Review layouts, blueprints, and documents to ensure firm compliance with DAI and USAID requirements.
- Review the application forms prepared by the team for the pre-qualification of grantee firms.
- Serve as an adviser to ensure the integrity, quality, and progress of implementation,
- Review proposals and concept papers of eligible firms and prepare documentation needed to proceed with project activities.
- Identify strengths and weaknesses of intervention activities and recommend technical solutions with which the project could enhance environmental and social compliance.
- Verify that goods, materials, and support funded by the Project were delivered, installed, and operational as described in project applications, grant agreements, and EMMPs.
- Verify beneficiaries’ contributions to environmental mitigation measures outlined in individual firms’ EMMPs in terms of compliance with USAID regulations.

Requirements:
EDUCATION
Minimum of bachelor’s degree in engineering and master’s degree in Environmental Engineering.
WORK EXPERIENCE
- At least 6 years’ experience.
- Familiarity with USAID or other international donors’ processes and procedures, particularly those related to environmental and climate change compliance and strategies
- Knowledge of environmental assessment process and proven experience in implementing and following up environmental mitigation/monitoring measures.
- Ability to analyze problems, identify risks and alternative solutions, project consequences, and implement recommendations in support of goals.
- Ability to coordinate effectively with key stakeholders, including SMEs
- Excellent written and spoken English
SKILLS & KNOWLEDGE
- High level of interpersonal and diplomatic skills required.
- Previous work experience in Gaza.
Reporting:
The Environmental Specialist will report to the Senior Business Advisor.
