Job Description
Expanded and Sustained Access to Financial Services (ESAF) Program
Position: Gaza Grants and Monitoring Officer
Location: Gaza Strip
Period of employment: 9 months
Supervisor: Gaza Program Manager
The Academy for Educational Development seeks candidates for the position of Gaza Grants and Monitoring Officer to be based in Gaza for the USAID funded initiative entitled “Expanded and Sustained Access to Financial Services Program”.
Position Summary:
Based in Gaza City, the Gaza Grants and Monitoring Officer will serve as the local point person for AED for all of its Gaza activities.
Essential Job Functions:
-Monitor, evaluate, and advise on AED and partner activities through site visits and review of quarterly reports and other deliverables.
-Support the implementation of a matched savings (Individual Development Accounts) activity for over 3,000 young adults, including delivering or supervising training on financial literacy and focus groups.
Coordinate ESAF communication with participants and partner banks in Gaza, and manage participant database.
-Prepare written summary reports on weekly program activities and monitoring and evaluation activities.
-Conduct assessments in support of proposal development efforts for small and medium enterprise investment and financial sector development activities anticipated to begin in 2011.
-Manage the administration of the Gaza office (procure basic furnishings, pay vendors, manage a petty cash account).
-Manage the logistics for AED and consultant expatriate travel into and around Gaza, including hotel and vehicle reservations.
-Liaise with AED and INGO partner security officers and recommend actions to preserve the security of AED and consultant personnel.
-In the absence of the Gaza program manager, represent AED/ESAF at Gaza focused events.
Education: BA in Management, Business Administration, Economics or related field.
Required Experience: 5 year(s) of relevant experience required
Specific Knowledge Requirements:
-Knowledge of, finance (banking/microfinance), business, and/or economics
-Strong English reading and writing skills
-Training experience
-Monitoring and evaluation experience
-Grants, contracts, administration and logistics experience
-Database management skills
-Experience working for international organizations and especially on USAID funded programs.
-Familiarity with security operations and procedures for INGOs
