Gaza Household Survey Consultant



Context and Rationale


The continuously growing housing shortage, periodic military operations and increasing poverty as well as restrictions on the movement of goods and people into and out of Gaza have led to a number of housing related issues for numerous families in Gaza Strip.

Gaza Strip has one of the highest population growth rates in the world, which is leading to a growing population density and housing problems such as overcrowding. Currently, at least 16% of households in Gaza Strip live in overcrowded conditions. Overcrowding is often compounded with substandard housing, which may translate into serious mental health issues, a deterioration of health and hygiene conditions, protection issues, low level of academic achievement and drop-out among children, and a change in marriage patterns, among others.

The NRC in Gaza requires a qualified consulting firm/organisation to execute a household survey across Gaza Strip.

The objective of the survey:


The overall objective of this survey is to collect a quantitative and qualitative data on the living conditions and needs of Gazan families residing in substandard and or overcrowded communities outside the refugee camps throughout Gaza Strip.

Scope of work and methodology

The consulting firm is expected to conduct a household survey using stratified sampling across Gaza Strip (geographically distributed) according to the methodology (questionnaire) and sample provided by the NRC. Also, NRC will conduct a training on the questionnaire for data collectors and implement quality control measures.

The consulting firm is expected to conduct the following work
-Provide sufficient number of qualified data collectors (that will ensure quality of work within the specified period)
-Provide logistical support to data collectors (stationary, transportation etc)
-Conduct data collection for the max of 820 households (including questionnaire piloting)
-Ensure tools and software for data entry
-Conduct Data entry into SPSS software by qualified staff
-Conduct data validation
-Submit raw data collected in an agreed format
-Provide analysis for the collected data in an agreed report format

 

The outputs:
-Data collection and data entry schedule
-Daily work plan
-Scans of all collected questionnaires
-CD with raw data and analysis report

 

Time-frame:
-CD with raw data will be submitted in 20 calendar days since the start of the consultancy contract.

 

Skills and Qualifications Required:

The consultant must demonstrate the following:
-Experience in data collection, data entry and data validation(or at least performing similar tasks)
-Capacity to undertake this consultancy (logistical, financial and human resources)
-Clear methodology of conducting field work (structure, timelines) and quality control


Applications for Consultancy

A consultant who wishes to conduct this research must submit an application that contains the following:

Proposal
-Consultant contact information including the consultant’s name, email address and phone number(s).
-The proposed Household Survey plan that includes the approach, Progress plan (with delivery dates and milestones), plan for data validation, detailed timeline quality control measures, limited to 5 pages.
-Detailed explanation on data quality methodology that will be used in the course of the Survey
-Experience in similar work
-CV of the manager responsible for this Survey (limited to 3 pages).
-CV of the person responsible for managing SPSS database
-List of human and other resources available for the purposes of this survey (computers, vehicles, data collectors)
Budget

A proposed budget, limited to 1 page.

Payment Terms

Payment request will be submitted after getting approval for completion of the services. The payment will then be issued upon certification of NRC and UNDP.

Evaluation

Preliminary examination

NRC and UNDP/PAPP will examine the Proposals to determine whether they are complete, and whether they are substantially responsive to the qualification and experience minimum requirements. A Proposal determined as not substantially responsive will be rejected and may not subsequently be made responsive by the Applicant by correction of the non-conformity.


Detailed examination
A two-stage procedure is utilized in evaluating the proposals, with evaluation of the technical proposals prior to any financial proposal being opened and compared.

The technical proposals are evaluated on the basis of its responsiveness to the Terms of Reference (TOR).
Below please find the evaluation form for the technical proposals. The obtainable number of points specified for each evaluation criterion indicates the relative significance of weight of the item in the overall evaluation process



In the Second Stage, NRC and UNDP will open and compare the Financial Proposals received from applicants who attained the minimum technical score of 70% of the obtainable score of 100 points in the evaluation of the technical proposals.

Financial Proposal

[All applicants will be requested to submit their financial proposals based on a lump sum approach].

[Lump sum approach clearly links deliverables and payments, transferring any unforeseen risks for the completion of the deliverable to the consultant.]

 

The financial proposal shall specify a total lump sum amount. The total lump sum shall be all-inclusive and shall take into account various expenses incurred by the Consultant/Contractor during the contract period and shall form the amount of the resulted contract between the winning Consultant/Contractor and NRC. No other entitlements will be considered after submission of financial proposals.

 

The financial proposal shall include a breakdown of this lump sum amount (number of anticipated working days, all envisaged travel (such as but not limited to all travel to join duty station/repatriation travel), per diems/daily allowances) and all other expenses.

 

Payments are based upon output, i.e. upon delivery of the services specified in the TOR.

Schedule of Requirements:

Award of Contract

The procuring NRC entity reserves the right to accept or reject any Proposal, and to annul the solicitation process and reject all Proposals at any time prior to award of contract, without incurring any liability to the affected applicant or any obligation to inform the affected applicant or applicants of the ground for the NRC’s action.

The NRC procuring entity will award the Contract to the First Lowest Price Technically Responsive Candidate.
