Program Description:
Creative Associates seeks a Gaza-based Procurement Officer for the USAID-funded West Bank and Gaza (WBG) Basic Education Activity, which will strengthen education services for Palestinian children of KG 1 through Grade 6 that enable them to thrive and reach their full developmental potential. Under the Basic Education Activity, USAID seeks to work with the private sector, non-formal, non-governmental, community-based, UN, and civil society partners to strengthen early childhood and primary educational opportunities through high-quality early childhood education services and supplemental support structures to strengthen foundational pre-primary and primary education for children in the West Bank, Gaza, and East Jerusalem. Specific areas of focus anticipated include strengthening foundational skills in literacy, numeracy, social-emotional learning (SEL)/soft skills, building teacher and student resilience capabilities and assets, and strengthening pathways between non-formal to formal education.
Position Summary
Creative Associates International seeks a Gaza-based Procurement Officer for its Basic Education Activity. The Procurement Officer will support the Procurement Team in the work that will be undertaken in Gaza.
Reporting & Supervision:
The Procurement Officer will report to the Gaza Team Lead and the Sr. Procurement Manager in Ramallah.
Expected Outcomes:
- Effective and efficient procurement activities support the goals of the project.
- Implemented procurement activities in accordance with the required USAID and Creative’s standard policies and procedures.
- Full compliance with due diligence requirements.
Primary Responsibilities:
- Assist the Sr. Procurement Manager in procurement plan preparation.
- Conduct market research to identify key vendors of needed goods and services in Gaza.
- Provide the procurement department with a description of available goods and relevant cost estimate in the local market.
- Draft RFQs and RFPs to be issued in accordance with Creative’s Procurement Manual.
- Participate in preparation for bid receipt and evaluation processes in accordance with Creative’s Procurement Manual.
- Follow up with the Technical Evaluation Committees to provide all required documents to facilitate the evaluation process in proper and due diligence manner.
- Follow up with vendors.
- Assist in the preparation of negotiation memos and contracts.
- Conduct due diligence for the potential vendors.
- Ensure all procurement files, including solicitations, proposals, evaluations, award documents, official contracts and correspondence are in accordance with USAID and Creative policies and local law.
- Assist in monthly sub-award report preparations.
- In coordination with the technical team, verify deliveries are complete and done in a timely manner.
- Conduct procurement and logistical arrangements as directed by the Sr. Procurement Manager.
- Update the procurement tracking log and ensure timely preparation of documentation for reporting on procurement activities.
- Collect all necessary documentation from the vendors and provide the finance department to create a vendor list and issue needed VAT exemptions.
- Ensure regular updates of the list of suppliers of goods and services.
- Other related tasks required by the supervisor.

Required Qualifications & Skills:
- Bachelor’s Degree in a relevant field.
- Minimum of 5 years of procurement work experience with at least 3 years with USAID-funded programs.
- Excellent English communication skills including written communications.
- Logistics management and supply chain experience is a plus.
- Proven a high level of interpersonal and diplomatic skills.
- Ability to work under pressure in challenging working and living conditions.
