 Gross Monthly Salary: 10,800 NIS/ Month

HelpAge International is a global network of not-for profit organisations that work with and for disadvantaged older people worldwide to achieve lasting improvement in the quality of their lives.  HelpAge is comprised of over 100 age-concerned organisations from the North and South.

As well as working in longer-term development HelpAge is mandated by its members to implement programmes that work with and for older people suffering the effects of conflict or natural disaster.  HelpAge takes a holistic view of its work, seeing emergencies and responses to them as part of an approach to establish the rights of older people to participate in development and to confront the stresses that increase their vulnerability and impoverish them. 

HelpAge is the only worldwide organisation that focuses on the needs and assets of the vulnerable elderly in emergencies and is leading action in this neglected area of humanitarian response.  HelpAge has produced guidelines for best practices in humanitarian crises aimed at promoting the inclusion of older people at all stages in programming.

Job Purpose
The Programme Manager is responsible for the implementation of all programming in Gaza, including the management of the Gaza office, emergency preparedness and response (including DRR).
AREAS OF RESPONSIBILITY

Oversight and Management of Programme Implementation
-Responsible for overall coordination of Gaza programme implementation and delegated responsibility for field delivery of high quality programming in line with the objectives of the country strategy
-Ensure that all programs progress in accordance with grant agreements, are completed within time and on budget
-In close coordination with the rest of the country team, lead on the programme and proposal development process
-Serve as overall budget holder for programming in Gaza; manage and support budget holders for individual projects and grants
-Ensure preparation of timely and high quality progress reports, program reports, and donor reports

Logistics, Inventory and Procurement
-Ensure that the Gaza Office logistics capacity and systems meet the HAI minimum standards and are able to satisfy the programming requirements
-Ensure appropriate and adequate emergency logistics procedures are detailed in the Gaza Office Emergency Preparedness Plan in order to enable rapid scale up
-Ensure goods and services procured are cost effective and of standard quality, ensure procurement processes are effectively implemented
-Ensure proper record keeping, maintenance and control of inventory

Emergency Response Management
-Strengthen the oPt Gaza Office organisational readiness to respond to emergencies in line with the HAI ALERT system
-Mount appropriate and  timely responses at scale to all emergencies consistent with established benchmarks, plans and organizational policies, and in close cooperation with incoming surge teams
-In coordination with the Country Director and the Jerusalem team maintain consistent and coherent engagement in key inter-agency emergency preparedness and response coordination mechanisms including the Cluster system

Staff Management
-Manage the programme team in Gaza: define expectations, provide leadership and technical support as needed, and evaluate direct reports regularly, all in accordance with recognised HelpAge systems
-Ensure the recruitment, training, and promotion of staff as appropriate and ensure availability of appropriate professional development opportunities for staff
-Incorporate staff development strategies and Performance Management Systems into team building process.

PERSON SPECIFICATION
Essential
-Masters degree in development studies, social sciences or a relevant discipline is desired.
-A minimum of five years’ experience in similar positions, including experience of directing and implementing programmes in both emergency and development contexts, preferably with solid experience in more than one of the HelpAge priority sectors: livelihood, protection, health and nutrition, advocacy and emergencies
-Robust experience of NGO emergency program cycle management, and with experience of working within a complex and matrix organisation structure
-Substantial experience and knowledge of effective financial and budgetary control and securing and managing grants from major institutional donors
-Excellent command of written and spoken English.
