Global Communities seeks to hire a Gaza Team Leader for the USAID West Bank/Gaza Raedat-Pioneers Activity. This five-year $35M program is intended to leverage women's potential to create ripple effects that shift gender-based power relations within the Palestinian community. This Activity will improve institutional frameworks and processes in select sectors to ensure they align with legal requirements and international leading practices (both existing and new that might be advanced through implementation) for the inclusion of women. It will also support communities to develop the necessary tools to promote women's inclusion in activities outside the home, build the capacity and confidence of individual women by engaging institutions of higher education and civil society, develop male allies, political structures, and the private sector; and strengthen public awareness and advocacy around women's issues, including gender-based violence (GBV).
ROLES & RESPONSIBILITIES
The Gaza Team Lead will play a pivotal role in supporting the design and implementation of Raedat-Pioneers Activity interventions, ensuring alignment with approved action plans, and expected outcomes. They will cultivate relationships with local stakeholders, promoting adaptability for long-term sustainability in collaboration with the Raedat team, partners, and various stakeholders.
- Stakeholder Engagement:
- Proactively identify and engage with local partners, establishing mechanisms for ongoing dialogue and feedback to ensure Raedat interventions remain aligned with community needs.
- Oversee the establishment and management of Women-Friendly Safe Spaces (WFSS), implementing regular evaluations to ensure they provide effective, accessible, and confidential services. Adjust strategies based on community feedback and needs.
- Identify and engage with Male Allies to support Raedat interventions.
- Participate in multi-agency efforts, promoting comprehensive interagency collaboration.
- Identification and Coordination with Training Service Providers:
- Coordinate specialized market-driven technical courses for marginalized women, ensuring alignment with labor market demands. Regularly assess training program quality and relevance to maintain high standards.
- Establish and monitor internship programs by facilitating linkages between training providers and the private sector, including tracking employment outcomes for enhanced workforce participation.
- Community-Based Networks:
- Collaborate with the Raedat team to establish and support women-led networks in Gaza, promoting preparedness and resilience.
- Facilitate knowledge exchange among networks for scalability of successful interventions.
- Leverage technology to expand network reach and impact and provide ongoing support to enhance network capacities in assisting affected communities.
- Lead the coordination of workshops targeting marginalized women to prevent and respond to gender-based violence effectively.
- Economic Empowerment Programs:
- Support identification of economic actors and sectors ripe for female participation, conducting continuous market analysis to uncover emerging opportunities.
- Engage with financial institutions to facilitate access to tailored financial services for women entrepreneurs. Implement and manage the "Grow Your Business" program, ensuring it meets the evolving needs of women in business.
- Management of Hassaleh Fund:
- Manage the Hassaleh Fund, in collaboration with the Hassaleh Innovation Manager, focusing on empowerment, GBV prevention, and income-generating projects, ensuring a participatory process for strategic fund allocation.
- Assess the impact of funded projects, cooperating with the Knowledge Management Director and Hassaleh Innovation Manager to refine the monitoring framework and receive strategic oversight.
- Risk Management & Reporting:
- In partnership with the CoP and Security Manager, develop and update a comprehensive risk management plan, incorporating adaptive strategies based on emerging trends and lessons learned.
- Ensure compliance with USAID reporting requirements, contributing to work plans and budget processes, and producing high-quality reports.
- Maintain accurate activity progress and beneficiary records.

REQUIREMENTS
- A bachelor’s degree in international development, Business Administration, Social Sciences, or a related field is required. A master’s degree in these fields is highly preferred.
- At least eight years of advanced experience in women's empowerment, protection programs, or closely related fields. Experience in conflict or post-conflict settings is strongly preferred.
- Demonstrated expertise in managing complex, multi-stakeholder projects, including coordinating activities, leading teams, and integrating diverse initiatives.
- Advanced proficiency in program planning, monitoring, evaluation, and reporting. A solid foundation in evidence-based methodologies and data analysis is essential.
- A comprehensive understanding of trauma-informed care, gender-based violence (GBV) prevention strategies, and psychosocial support mechanisms.
- Knowledge of financial inclusion strategies and economic empowerment initiatives for women.
- Exceptional communication abilities in both English and Arabic, including clear and effective writing.
- Ability to engage effectively with stakeholders, including local communities, government officials, and international donors.
- Capability to navigate and thrive within challenging and dynamic contexts, with a steadfast commitment to gender equality and women's empowerment.
Note: Given the current situation in Gaza, flexibility and adaptability are essential for successful program implementation. The Gaza Team Lead will work closely with the Raedat team to ensure effective coordination, resource management, and support for women and communities in need. This position requires occasional travel within Gaza and potentially to the West Bank for coordination meetings and training sessions.
