Position: GBV Consultant
Duration: 3 months
Contract Type: service contract

The Organizations:

 The Culture and Free Thought Association (CFTA) was established in the south of the Gaza Strip in 1991 by five female activists from what was then known as the “Women’s Committee,” which, at the time, represented the five different political parties of the Palestinian Liberation Organization (PLO). Despite their political differences, it was their aspiration, their mutual belief in independent  thinking and the right of women to particípate and be leaders, and their commitment to people’s rights that were the pillar stones of their success. The Culture and Free Thought Association officially took up its name in 1996 soon after the establishment of the Palestinian National Authority, when it was registered as an NGO. Since then CFTA has been governed by a gender balanced board of directors who are elected by the general assembly every three years.
The first project of the Women’s Committee was during the first Intifada came as a response to the needs of children to have a safe area to play and access education, art and recreational activities. “Al Shruq Wal Amal” was the first initiative of its kind in the Gaza Strip delivered in close consultation with children and parents to serve children from the age group of 6 to 12 years. Today, after 25 years of existence and in largely adverse conditions, CFTA runs five different centers created to accompany the work started with children and continued to grow with them as youth and women:

-    Shuruq Wal Amal (SWA) Center (Sunrise and Hope), was opened in 1991 and is a recreational and educational center for children aged 6-12 years old;
-    Bunt al-Gad (Builders of the Future) was opened in 1993 for children aged 12-16 years to continue serving the children who graduated from the SWA Center;
-    The Women’s Health Centre (WHC) which was opened in 1995, in Al-Buriej refugee camp, serves women and their families by providing Sexual and Reproductive Health (SRH) services
-    The Cultural Centre was opened in 1997 for boys and girls aged 17 and above;
-    And finally, in 2006, the model of Shruq Wal-Amal was replicated at Al Nowwar Centre for children aged 6-12 years old, living in the eastern side of Khan Younis city (one of the most vulnerable communities of the Gaza Strip).

Geographical and sectorial area of intervention:
Gaza Strip. Women’s rights, Gender Based Violence, Humanitarian Action.
The consultant will be based in Khan Younis with field work that is covering all of Gaza Strip

Background:

Alianza and CFTA are responding to the needs of the population in Gaza and the West Bank through interventions focused on a multi-sectorial response to Gender Based Violence (GBV), which involves the provision of sexual and reproductive health services, psychosocial support, legal aid, monitored referral and access to livelihood. The GBV strategy intervention additionally combines strong components on advocacy and communication on women´s rights, particularly the right to live free of violence, as well as awareness, empowerment and capacity building actions.

The project NEAR-TS-2015-370-264 funded by the European Union started on the 1st January 2016 and will end at 31st December 2017. The General Objective for what the intervention is contributing is: “Promote and protect the rights of women victims of Gender Based Violence under the international framework of Human Rights and International Humanitarian Law in Gaza”. The specific objective that the project aims is: “To strengthen the capacities of Palestinian civil society organizations and networks to defend and protect women victims of GBV and promote respect for international human rights”. The intervention has been articulated around three results:

-    “Civil society and women’s grassroots organizations strengthen their coordination, response and capacity to protect women victims of GBV”.
-    “National and international organizations establish coordination spaces and evidence-based advocacy actions regarding women’s rights violations related to GBV”.
-    “An information campaign on GBV prevention and protection in the context of reconstruction and emergency needs is articulated, highlighting protection gaps and challenges that need to be addressed”.

A comprehensive baseline document has been elaborated during the implementation of the project. The consultant will ensure the correct, consistent and comprehensive data collection and analysis for the last stage of the project.
 
Assignment:

The consultant is expected to fulfill the following objectives and activities:
Objective: Support CFTA and ApS in ensuring a consistent and comprehensive quantitative and qualitative data collection and analysis in the last stage of the project in order to demonstrate that the action has achieved the expected results, has produced systematic changes in the targeted populations and to document best practices that will upscaled in future actions.

Main tasks:

-    prepare and conduct qualitative and quantitative data collection tools and plan
-    Conduct field work to implement the tools and collect the required information.
-    Analyses of data and information available for the project in a form of reports and presentations
-    Illustration of clear conclusions, recommendations and lessons learnt within the project
-    Document best practices,  success case studies/stories, testimonies and other new tools.
-    Provide a full clear presentation of the main finding (supported with data) with clear recommendations.
-    Prepare a photo album (both digital and in hard copy) of the main component of the project
-    Support the project with the 16 days campaing


Note: the report shall be prepared in both English and Arabic , including an executive summary of a maximum of 5 pages with infographic data .

Requested knowledge and skills:

- Degree in social science /development, Gender Studies or  Human Rights
- asset  in gender and development, gender-based violence.
- At least 3 years of experience in documentation, data collection and analyses or developing and implementing MEAL tools.
- at least 3 years experience in implementing Gender Based Violence and Women Right’s related projects , in particular from human rights approach.
- Conflict sensitive approach
-excellent field work skills
- Excellent command of  Arabic and English
- Facilitation skills, negotiation, influencing skills
- Presentation writing and speaking 
Additional experience in research, studies or preparation of papers policies would be an
- Strong analytical skills.
- Strong interpersonal skills and ability to work in teams
- Ability to work independently

Work contract and conditions:

- Service contract for a period of 3 months (1st October to 31st December).
 - The consultant will apply and adhere to CFTA’s internal regulations, including safety regulations, and s/he will respect the organization’s code of conduct.
