Background
The Small and Medium Enterprise Assistance for Recovery and Transition (SMART) project is a four year, USAID funded program implemented by DAI. SMART aims to rapidly recover Palestinian small and medium enterprises (SMEs) and put them on a path to revitalization following unprecedented crises e.g., COVID-19. SMART will help SMEs regain productivity, grow, and expand. It will promote economic growth and self-reliance in the West Bank and Gaza.
Purpose
The Gender and Youth Specialist will research, facilitate, and assist in the design and implementation of matters related to gender and youth programming under SMART. S/he will work closely with the SMART Deputy Chief of Party and team members to successfully support the design and implementation of a gender and youth focused strategy for implementation.
Responsibilities
- Support the coordination for the initial gathering and analyzing of gender and youth data and help to conduct programmed surveys and assessments among targeted groups.
- Conduct assessment and survey for women and youth businesses to identify their capacity and market position; design business programs and activities that address key challenges and failures; and support skills development in increase their sustained successes in the domestic and international marketplaces.
- Act as a client relationship manager with assigned portfolio of beneficiaries.
- Work with the team to ensure technical and administrative critical path actions necessary to meet schedules, deadlines and deliverables are identified, programmed and acted upon.
- Implement a series of activities such as workshops, seminars and meetings locally and regionally to support the reestablishment of business leadership capacity; and help organize and facilitate various project events and interventions including their planning, budgeting, and financial logistics.
- Actively follow-up on implementation of activities with stakeholders in close collaboration with the Senior Business Advisor.
- Prepare technical implementation documents such as Scopes of Work for consultants and subcontractors, and grant agreements.
- Develop verifiable indicators to monitor the impact of the SMART program on women and youth businesses and participants.
- Participate in the design of evolving program activities, in order to ensure that any relevant women and youth issues are addressed, and that women and youth are included in the dialogue for better activities planning.
- Act as an advocate for women’s and youth’s participation through frequent dialogue with program staff, women/youth clients, and government officials, as assigned.
- Organize periodic seminars on current women’s and youth’s issues as directed.
- Coordinate recruitment efforts for short-term gender and youth assistance, as needed.
- Ensure strong coordination and collaboration with other USAID funded activities working with women and youth populations.
- Provide written periodic progress reports to the Deputy Chief of Party on the gender program.
- Assist with preparing gender and youth results analysis for quarterly and annual reports, and contribute to technical reports, deliverables, and spearhead production of success stories related to women and youth activities including writing and taking high quality photos at events.

EDUCATION
- Minimum of Bachelor’s Degree in Business, Economics or related field; or equivalent years of work experience.
WORK EXPERIENCE
- At least 6 years’ experience in supporting women-owned businesses, women/youth advocacy, youth skills development, or other relevant work experience.
- Prior experience designing interventions or activities specific to supporting economic potential and development of women/youth entrepreneurs and/or disadvantaged populations.
- Prior experience conducting business assessments and business development plans required.
- Experience researching gender mainstreaming, household income, youth development, or social safety net best practices preferred.
SKILLS & KNOWLEDGE
- Excellent written and spoken English.
- Strong tracking and reporting skills with attention to details.
- High level of interpersonal and diplomatic skills required.
- Ability to maintain and build strong professional relationships with a wide range of beneficiaries and organizations.
Reporting
The Gender and Youth Specialist will report to the Deputy Chief of Party. She/he will work in collaboration with Business Advisors in carrying out their responsibilities.
