Background:
UNDP and ITC in partnership with PALTRADE are in implementing Export Development project in West Bank (2011-2015) aims to support SMEs in oPt to become more competitive exporters, to have the capacity to expand their workforce, including women and youth, contribute to the development of exports resulting in economic growth and improved standard of living of the Palestinian people. In this partnership, PalTrade and the Palestinian private sector will receive targeted assistance to enhance the trade support services offered to the local business community in line with global best practice, in the fields of strategic organizational planning, trade policy and advocacy, trade information, trade development, and trade promotion. At the same time, the private sector will receive improved and expanded local export support services from PalTrade. By the end of the project, the private sector companies involved in the project will have succeeded in accessing new markets, increasing their local market share, and enhancing the skills of their staff, while PalTrade will have become a more sustainable and stronger trade support organization.

Under the guidance and direct supervision of the Program manager, the Gender Equality specialist will contribute to PAPP’s work in a number of areas including
1-Undertake communications, outreach, media and lobbying efforts to promote Paltrade among the women business community and the Palestinian Authority
2-Offer advice and analysis of business opportunities, legal obstacles to women’s entrepreneurship, youth entrepreneurship, advise on strategies used in other countries to promote women’s businesses, and related matters
3-Conduct gender analysis and assessment on export  program planning in its key priority sectors
4-Support capacity-building on gender equality in Paltrade, among program  partners and beneficiaries
5-Prepare progress reports, work plans, and other information for display on Paltrade’s website
 
Description of Responsibilities:
1-Devise communications, media and other outreach strategy on private sector opportunities for women in the oPt
2-Conduct comprehensive gender mapping and analysis of women’s businesses in the private sector in the West Bank and Gaza and a rapid mapping of opportunities for engaging entrepreneurs and promoting women- led businesses with export potential
3-Provide UNDP, local partners and relevant project stakeholders with regular updates and reports
4-Provide gender equality assessment, prepare data surveys and studies, contribute to monitoring and evaluation
5-Support capacity-building on gender equality in Paltrade and other project partners
6-Work with and advise local partners to improve their institutional capacity to support gender equality
7-Monitor, with UNDP and other UN partners, partners’ performance on gender equality and share observations/ recommendations/lessons learned with UNDP and its partners
8-Provide top quality technical advice services to the partner NGOs, Government and other stakeholders and facilitate knowledge building and sharing

Impact of Results

The key results have an impact on gender equality promotion in the project:
-a cross-cutting approach, wherein the promotion of women’s empowerment and gender equality will be considered within each component of the project and clear indicators to measure gender mainstreaming within the project will be established;
-a gender-specific programme approach by which women entrepreneurs will receive particular attention through specific initiatives such as ITC’s ACCESS! approach and materials;

Qualifications :
Education:

-Bachelors degree in International Development Studies, Gender and/or Women’s Studies, Social sciences or other relevant fields

Experience:
-More than 5 years experience working on women’s rights and development support to women in the private sector, business development, labour law and other related fields
-Good knowledge of SMEs, labour law, entrepreneurship, development reforms, women rights, gender equality principles and concepts, civil society, women organizations
-Good analytical skills
-Excellent command of written and spoken English and Arabic as well as computer applications
-Good understanding of the development environment in West Bank and Gaza
-Ability to travel extensively in West Bank.
