Background:
UNDP is implementing Export Development project in West Bank (2011-2015) and a number of economic empowerment programs to support SMEs in oPt to become more competitive exporters, to have the capacity to expand their workforce, including women and youth, contribute to the development of exports resulting in economic growth and improved standard of living of the Palestinian people.
Under the overall guidance of the poverty Team Leader and the direct supervision of the Trade Programme manager, the Gender Inclusion Coordinator will be responsible for designing models to promote the inclusion of marginalized groups, mainly women and youth into the productive sectors to become active participants in economic growth. This also includes regular contact and information sharing about the progress toward expected programme results with stakeholders, regular monitoring and reporting on the results achieved. The Coordinator will be in charge of gender mainstreaming in the empowerment programs under the poverty unit projects that contribute to PAPP’s work in a number of areas including
1-Undertake communications, outreach, media and lobbying efforts to promote gender mainstreaming among stakeholders and partners
2-Offer advice and analysis of business opportunities, legal obstacles to women’s entrepreneurship, youth entrepreneurship, advise on strategies used in other countries to promote women’s businesses, and related matters
3-Conduct gender analysis and assessment on poverty unit programs with focus on women inclusion in economic development.
4-Support capacity-building on gender equality, and women and youth inclusion in business, among program partners and beneficiaries
5-Prepare progress reports, work plans, and other relevant information
Description of Responsibilities:
Summary of key functions:
1-Provide guidance to project staff on how to increase equitable inclusion of women and youth in business activities.
2-Develop models for doing business with women in general and low income women headed households in particular; models that provide access to partnerships between women and private sector organizations and businesses.
3-Coordinate relevant program activities toward achieving expected results in accordance with program document
4-Ensure that adequate attention is paid to gender in the collection and analysis of data.
5-Ensure dissemination of information and knowledge management for effective program implementation
6-Designing an appropriate detailed implementation poverty unit plan for gender sensitive system.
7-Ensure that the poverty unit monitoring and evaluation system can provide gender disaggregated data that can be used to assess the gender appropriateness of Poverty Unit program activities.
8-Developing a detailed training program and material on the gender system for the Poverty Unit team staff.
9-Participates in the identification and formulation of the poverty unit programme and projects by compiling and analyzing information in the gender area, draft project documents and work plans and prepares tables and statistical data
10-Evaluates project activities, establishing and implementing mechanisms to systematically assess the achievement of results, conducting field visits, participating in review meetings
11-Devise communications, media and other outreach strategy on private sector opportunities for women in the oPt
12-Conduct comprehensive gender mapping and analysis of women’s businesses in the private sector in the West Bank and Gaza and a rapid mapping of opportunities for engaging entrepreneurs and promoting women- led businesses with export potential.
13-Provide UNDP, local partners and relevant project stakeholders with regular updates and reports.
14-Provide gender equality assessment, prepare data surveys and studies, and contribute to monitoring and evaluation.
15-Work with and advise local partners to improve their institutional capacity to support gender equality.
16-Monitor, with UNDP and other UN partners, partners’ performance on gender equality and share observations/ recommendations/lessons learned with UNDP and its partners
17-Provide top quality technical advice services to the partner NGOs, Government and other stakeholders and facilitate knowledge building and sharing.
18-Undertake any other actions related to the programme as requested by UNDP poverty Team leader and Trade programme Manager.
19-Support initial work that may lead to development of any new project led by poverty unit
Impact of Results
The key results have an impact on gender equality promotion in the poverty unit:
-a cross-cutting approach, wherein the promotion of women’s empowerment and gender equality will be considered within each component of the poverty unit programs and clear indicators to measure gender mainstreaming;
-a gender-specific programme approach by which women entrepreneurs will receive particular attention through specific initiatives such as ITC’s ACCESS! approach and materials;
-Developing and designing an appropriate system that will support the implementation of the Poverty Unit Programs that are gender sensitive.

Qualifications :
Education:
-Master degree in Business Studies, International Development Studies, Gender and/or Women’s Studies, Social sciences or other relevant fields
Experience:
-More than 7 years experience working on women’s rights and development support to women in the private sector, business development, labour law and other related fields
-Good knowledge of SMEs, labour law, entrepreneurship, development reforms, women rights, gender equality principles and concepts, civil society, women organizations
-Excellent experience in designing business development models for women empowerment and partnership with private sector businesses.
-Excellent program analytical skills
-Good understanding of the development environment in West Bank and Gaza
-Ability to travel extensively in West Bank, East Jerusalem, and Gaza
Languages Requirements:
Excellent command of written and spoken English and Arabic as well as computer applications
