Gender Justice Project Officer

Oxfam invites applications from experienced candidates with strong analytical skills and conceptual paths for the following position:
Gender Justice Project Officer (PO)
40 hrs per week (100%) for two year
Renewable subject to funding and performance
Estimated start date: ASAP
Based in Gaza
with occasional travel to the West Bank and East Jerusalem
Purpose of the job:
The PO will contribute towards achieving Oxfams Country Strategy objectives, Gender Justice MENA strategy, and the OPTI Gender Justice Programme. Under Oxfams Saving Lives Now and In the Future programme, the PO will lead the gender justice components and works on gender mainstreaming.
The PO reports directly to the Gender Justice Manager.
Main tasks and responsibilities:
Management Gender Justice components and implementing Gender Justice Programme (80%):
-In close coordination with Saving Lives Program Manager and relevant staff, you will be responsible for the planning, implementation and monitoring of the projects gender specific activities, including gender needs assessments and awareness-raising sessions, according to the approved projects proposals and action plans;
-In coordination with relevant staff, you will design, coordinate, and conduct regular trainings and technical updates on Gender Justice, especially on Gender-Based Violence (GBV) and Gender Mainstreaming in Humanitarian Programmes, to projects staff and partners, as well ensure that existing tools (such as Oxfams Gender in Emergencies Minimum Standards) are appropriately leveraged;
-You will overview all projects activities, with a special focus on WASH, Food and Livelihood, and provide technical advice and support, including capacity building, to Oxfam staff and implementing partners to ensure that Gender Justice is mainstreamed according to Oxfams Gender Justice requirements considering donors requirements; this may including -but not limited to- advise, coach and monitor the gender related activities.
-You will ensure that narrative and financial reporting and other donor requirements (such as audits) on gender justice are met in line with donor agreements and Oxfam policies and routing procedures as advised by the Institutional Funding staff;
-You will oversee gender budget disbursal in line with the agreed action plans, targets, and deadlines in close coordination with the Financial Officer/s;
-You will initiate and facilitate activities concerning knowledge & information management and exchange with implementing partners to strengthen the effectiveness and implementation of the projects based on lessons learned;
-You will support the capitalization of learning and innovations generated by Oxfam, partners and allies in gender justice (lessons learned, good practices, methodologies, approaches, success stories, etc.);
-You will coordinate and facilitate project meetings and field visits at the country level with project partners and related stakeholders in close coordination with the Saving Lives Program Manager;
-You will ensure that the (digital) archiving of the project activities is correctly done and maintained.
Contribute to the development of Gender Justice programmes and proposals to institutional donors (10%)
You will engage in proactive fundraising, programme development and submissions to institutional donors in line with Oxfams programme cycle; together with Oxfams partner organizations and key stakeholders in full coordination with the Gender Justice Manager and Institutional Funding staff and other relevant Oxfam staff.
Manage the relationship with Internal External Stakeholders (10%)
Where relevant you will represent Oxfams work on Gender both internally and externally;
You will enhance Oxfams networking and collaboration with local partners and INGOs through participation in inter-agency gender related (sub)cluster and working groups at country level;
You will coordinate with a range of internal and external stakeholders and allies to ensure that the implementation of the projects are complimentary to and in line with Oxfams OPTI country strategy, Oxfams Gender Justice Strategy in the MENA region, and Gender Justice Programme ;
When required, you will prepare stories, presentations and/or input for any other written materials for external communication on the projects and communicate complex information to a wide audience;
Requirements
Essential:
-Advanced academic degree in development studies, social sciences, law or related field, specialization in gender and/or Womens studies;
-At least 5 years of work experience in the field of development & humanitarian cooperation preferably with an I/NGO in similar contexts, of which at least 3 years working on gender equality, and protection issues;
-Demonstrated experience in designing and facilitating trainings and dialogues on gender with a diversity of audience (communities, CSOs, government, etc.);
-Commitment to a rights-based approach and gender equality;
-Solid analytical understanding of gender concepts and latest developments in Gender Justice policy and practice and proven experience in using -different gender analysis frameworks and tools in international development, including programs to end violence against women;
-Experience in gender mainstreaming and accountability of gender in emergencies;
-Experience in organisational analysis & partnership with local civil society organizations, grant management & program development and monitoring, -evaluation and learning to support development programs.
-Experience and knowledge of project cycle management, including monitoring, technical and financial reporting;
-Extensive experience (at least 3 years) with donor contract management with complex coordination and reporting structures/processes
-Knowledgeable about the key issues in the Israeli-Palestinian conflict, particularly on its impact on womens rights and gender equality in Gaza;
-Demonstrated ability to manage workflows and balance competing priorities;
-Proven experience of successful capacity building;
-Excellent verbal and written communication skills;
-Excellent level of spoken and written in English and Arabic;
-Excellent social skills and demonstrated ability to be a team player;
-Ability to work in multi-cultural team;
-Travel occasionally to the West Bank.
Desirable:
-Experience and knowledge on gender in conflict and crisis affected contexts;
-Knowledge and experience of Oxfams programme work and approaches;
-Knowledge of partner assessments and management;
Salary
The employee will be contracted by Oxfam based on D1 level with a competitive, fair and comprehensive pay and benefits package that is justifiable to our donors. Salary range ILS 107,376 168,662 gross per annum, for a 40 hour contract. Salary offered will be subject to funding available and competences.
