This position is dependent upon funding and the donor’s approval of the proposed Finance Manager. Mercy Corps anticipates a program start date of January 2016. The applicant must be willing to commit to an assignment of five years.

PROGRAM/DEPARTMENT SUMMARY:
Mercy Corps has been present in the West Bank and Gaza since the 1980s, helping Palestinians in the West Bank and Gaza to work toward building a more productive and hopeful future. The organization works to meet basic needs while looking towards long-term opportunities to empower youth, mitigate conflict, stimulate a participatory economy using technology to transcend borders and checkpoints. Mercy Corps in Gaza is in the final stages of the five-year 100 million dollar Palestinian Community Assistance Program (PCAP) funded by USAID. Continued programming will focus on delivering essential humanitarian services, increasing preparedness disasters, and providing economic opportunity to vulnerable people across a range of sectors. 

GENERAL POSITION SUMMARY:
The Gender Mainstreaming Advisor will advise the program team during program startup, launch, and implementation to ensure that the program design and strategy promotes the ability of both men and women to access opportunities, receive services, as well as to mitigate any gender-specific risks of project participation. The Advisor will work closely with program staff to complete a comprehensive gender analysis at program startup; and will ensure that the program fully integrates these considerations into program design to promote positive gender outcomes for young men and women who participate in the program. The Advisor will ensure that the delivery of humanitarian assistance, emergency response activities and activities aimed at creating increased employment opportunities serve the needs of men, women, girls, and boys, as well as people with disabilities or other vulnerable community members. The Advisor will train program staff on the basics of gender analysis and key gender mainstreaming principles, and will support staff to put these skills into use. The Advisor will take a leading role in building capacity among program partners to incorporate gender sensitive approaches into their work. In addition, the Advisor will develop or adapt tools and program materials for use within the program in order to engage beneficiaries on different gender issues or concerns, and will ensure that gender outcomes are measured within the project M&E framework. As a result of this work, the program should have a solid gender strategy in place and the program team will be equipped to promote positive gender outcomes for men, women, girls, and boys through the activities.

ESSENTIAL JOB FUNCTIONS:
Program Support
-Together with key program staff, design and carry out a gender analysis to understand gendered dynamics of both humanitarian and employment issues facing Gazan men and women, boys and girls.
-Advise program teams on strategies to promote positive gender outcomes in the sectors of emergency & humanitarian services, short term employment & internships, and other key focus sectors within the program and to integrate these strategies into the program workplan.
-Ensure that gender outcomes are adequately tracked within the program M&E framework, working with the design, monitoring, and evaluation director and program staff to identify key gender indicators and develop monitoring plans and tools to measure outcome/impact.
-Train program staff on key gender mainstreaming concepts and support staff to integrate gender considerations into their work. Develop tools to ensure regular refresher training can be conducted across program and operational sectors into the future.
-Work with program staff to develop tools, training and sensitization curricula, and to enhance program methodologies to address issues arising from the gender analysis to ensure that program activities promote positive gender outcomes, for example producing training guides or sensitization tools on gender-related issues such as discrimination or sexual harassment in the workplace, SGBV and harmful traditional practices.
-Other tasks as necessary.

Mercy Corps team members are expected to support all efforts towards accountability, specifically to our beneficiaries and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.

SUPERVISORY RESPONSIBILITY:  None. 

ACCOUNTABILITY: n/a
REPORTS DIRECTLY TO: Chief of Party
WORKS DIRECTLY WITH:  This position will sit on the program’s senior management team and work closely with the DCOP, Design, Monitoring and Evaluation team, Humanitarian Response and Workforce Development teams, partner staff.

KNOWLEDGE AND EXPERIENCE:
-4-6 years of experience working with gender programs
-Demonstrated experience conducting effective training sessions and coaching team members on gender integration across the program lifecycle 
-Bachelor’s degree in relevant subject, Masters Degree preferred
-Experience conducting research or analysis on gender issues, including leading focus groups or research on sensitive issues
-Experience working in the sectors of sexual and gender based violence, protection mainstreaming, harmful traditional practices, and other sensitive gender issues
-Experience designing and adapting programmatic tools to address gender issues or to promote positive gender outcomes
-Experience working  with monitoring and evaluation
-Experience integrating gender into humanitarian and emergency response
-Experience with training and capacity building of team members and partners
-Experience working in Palestine, specifically Gaza required
-Fluency in written and spoken Arabic and English mandatory.

The successful Gender Mainstreaming Advisor will have a deep commitment and demonstrated experience designing and implementing programs to advance gender outcomes within emergency and recovery contexts. S/he will be an innovator and enthusiast, with the ability to come up with new ideas and champion them throughout a large, diverse team. This person will demonstrate contextual knowledge of gender issues in Gaza, and will use a diplomatic manner in working with teams with different backgrounds, abilities, and technical knowledge. Finally, they will demonstrate effective communication and strong interpersonal skills and an even temperament and good sense of humor.
