  1.         Background:

AFD is granting Saint Joseph Hospital €13 million to support the extension of Saint Joseph Hospital, one of the key hospitals in the East Jerusalem hospital network. This grant is part of a broader extension project of nearly $32 million.

The project's objective is to support the development of Saint Joseph Hospital, a leading medical institution, to meet the healthcare needs of the Palestinian population in East Jerusalem (residents with East Jerusalem ID cards) and, more broadly, those from Gaza and the West Bank. It will also contribute to strengthening human resources in the medical sector by training Palestinian medical students.

The project pursues two specific objectives:

  1. Develop the healthcare services available to the Palestinian population of East Jerusalem (SO1).
  2. Adapt the healthcare services to the needs and challenges in East Jerusalem through the construction of new, energy-efficient, and gender-sensitive facilities, and by integrating gender issues into the governance of Saint Joseph Hospital (SO2).

To carry out this project, the hospital is looking for a Gender Project Officer specifically to follow up on the implementation of the Gender Action Plan that was produced during the project appraisal.

This position is based in East Jerusalem. The candidate should be available for a full-time position during the first year of the project, and then a part-time or periodic support can be envisaged.

 

  1.         Main Responsibilities :

Under the authority of the Project Manager, the candidate will be primarily responsible for ensuring the implementation of the Gender Action Plan.

 

  1.         Scope of Activities, Tasks (Components) and Expected Deliverables:

Activities may include, but are not limited to:

3.1. Mainstreaming Gender Equality Through Gender-Biased Policies

  • Create a Gender Advisory Committee that includes the Social Worker, the Medical Director, and other relevant members. The Committee will create an internal hospital gender-mainstreaming plan based on the Gender Action Plan to be approved by hospital management within three months.
  • In collaboration with the Human Resources and Continuous Education Department, help conduct regular training sessions on unconscious gender bias and gender sensitivity for all medical and general staff.
  • In collaboration with the Public Relations/Communication Unit, enhance transparency and communication: regularly publish reports, stories, and infographics on gender topics based on the outputs of the Gender Advisory Committee.
  • Support hospital management in revising hospital policies to ensure alignment with gender equality standards.
  • Set up a monitoring framework and collect data from all divisions and units.
  • Submit reports to hospital management to review the effectiveness of measures.

3.2. Enhancing Facility and Infrastructure Compliance with Gender

  • Provide recommendations to hospital management and board to enhance strict privacy policies in patient care areas to protect dignity and privacy.
  • Conduct regular audits to ensure facilities meet international standards for gender sensitivity and accessibility, with a schedule for ongoing updates and improvements based on the latest guidelines.

3.3. Addressing Policy Gaps in Handling Harassment and Discrimination

  • Provide recommendations for policies to hospital management and board to revise existing policies on gender-based violence (GBV), sexual harassment, and discrimination to ensure they are comprehensive, clear, and actionable.
  • Assist the hospital in establishing adequate, relevant, and effective grievance mechanisms.

3.4. Addressing Recruitment and Compensation Inequities

  • Assist HR and hospital management to ensure job descriptions are inclusive and encourage applications from all qualified candidates, emphasizing the hospital's commitment to diversity and equal opportunity.
  • Provide ongoing training on unconscious bias and equitable hiring practices for HR personnel and hiring managers/executives, reinforcing the hospital’s commitment to non-discriminatory practices.

3.5. Overcoming Cultural and Social Normative Barriers

  • Implement comprehensive cultural sensitivity training for all hospital staff to deepen their understanding of diverse cultural and religious backgrounds, especially in EJ.
  • In collaboration with the Public Relations Department, prepare and implement a community engagement plan and organize outreach events to be implemented with the support of local CBOs in EJ.

3.6. Communication

  • Support St. Joseph Hospital in taking gender into account in specific communication on the project financed by AFD and others (design of messages and visuals, communication materials, etc.).

Job Requirements

The candidate to be recruited must demonstrate the following experiences and skills:

  • Minimum Bachelor's degree in Social Sciences or equivalent; specialization in Gender Studies would be an asset.
  • 3-5 years of experience in institutional strengthening for gender mainstreaming in health institutions in Palestine or in similar operational environments.
  • Good understanding of gender social issues in development projects, notably health projects.
  • Strong organizational and synthesis skills.
  • Excellent oral and written proficiency in English is essential.
  • Excellent writing skills.
  • Proficiency in standard computer tools.
  • Organized, methodical, and detail-oriented.
