The International Committee of the Red Cross (ICRC) is an independent, neutral organization ensuring humanitarian protection and assistance for victims of war and armed violence. It takes action in response to emergencies and at the same time promotes respect for international humanitarian law and its implementation in national law.

Generalist Field Officer

Place of Employment          :  Nablus

Contract duration                :  Open-ended (including 3 months' probationary period)

Occupation rate                   :  100% 

Starting Date                        :  As soon as possible

Responsibilities:

  • Contributes to designing, implementing, and following up on field activities and projects, in accordance with the objectives of the Nablus sub-delegation.
  • Continuously monitors the humanitarian environment and needs, and analyses the security, socio-economic, cultural, and political environment and dynamics as relevant to the ICRC. Shares relevant information with colleagues and reports any changes in the situation in a timely manner. 
  • Advises international staff on culture, politics, economy, etc. 
  • Collects, compiles, translates/interprets information relevant to ICRC activities and contributes to written reporting. 
  • Participates in internal and external meetings and develops and maintains contacts with the population, municipal/regional authorities, local/regional Red Cross/Red Crescent Society branches and other organisations as appropriate. 
  • Protection: Monitoring and promoting the respect of International Humanitarian Law and relevant International Human Rights Law: 
  • Maintains a close awareness of trends in the problems faced by civilians – protected persons under IHL – and reports concerns in his/her area of responsibility. 
  • Independently follows up closely on these concerns, according to the guidelines in place in the delegation, and documents information on them from various sources.
  • Advises on further actions to take in response to the documented cases and trends and ensures this follow up, in coordination with other team members as appropriate.
  • Assists in preparing meetings on these issues with the authorities at various levels, including contributing to analytical reports and speaking points, and preparing maps, coordinates, etc.
  • Organises and holds / participates in meetings with relevant interlocutors and authorities at various levels. 

Economic Security: 

    • Maintains a good awareness of the socioeconomic environment.
    • Proactively proposes, designs, implements, and assesses protection-driven assistance (individual and community projects), and shares creative ideas. 

Networking and contacts: 

    • Proactively maintains and develops contacts with various interlocutors.
    • Organises, attends, and reports on regular meetings with victims, community leaders and members, authorities, other organisations, etc.
    • Presents ICRC activities to relevant contacts and to ICRC staff and provides briefings about the area’s historical background, problematics, and the ICRC response. 
    • Briefs interlocutors and beneficiaries on the ICRC’s mandate, principles, and activities.

Job Requirements

Required education and skills:

  • University degree.
  • In addition to fluent spoken and written Arabic, a fluent level of spoken and written English is required. Hebrew language skills are an asset. 
  • Good knowledge of the geography, history, politics, society, economy, and culture of the north West Bank.
  • Strong analytical and writing skills. 
  • Computer proficiency and good command of Word, Excel, and PowerPoint software. 
  • Valid Driving License.
  • Data analysis and visualization (including maps) skills are a strong asset.
  • Experience or knowledge of innovative humanitarian programming (e.g. market-based and cash- 
  • based interventions, etc.) is a strong asset.  
  • Some knowledge of the international legal framework applicable in the West Bank is an asset. 

Professional experience:

  • 2-3 years' professional experience, for instance as a project or programme officer in a related field.
