The Geographic Information System (GIS) Analyst is a member of the Office of Quartet Program Team and performs a cross-cutting function serving all program sectors. The GIS Analyst reports to Director – Energy.
The Geographic Information System (GIS) Analyst will be working closely with the members of all sector teams. S/he will be engaging with the relevant stakeholders under the guidance of the Sector Directors. While delivering the ToR, the GIS Analyst is expected to develop GIS Mapping, Data Analytics, GIS based communication and GIS knowledge / capacity / skills of OQ. S/he is expected to enhance inter-sector program collaboration through leveraging & building on existing GIS knowledge. Hence, the GIS Analyst is an integral part of implementing the OQ Strategy.

The Geographic Information System (GIS) Analyst will contribute towards the strategy and work of the Office of Quartet (OQ) within the below scope:
- Develop and maintain GIS models, tools and applications
- Analyze geographic data to produce maps and datasheets
- Contribute to communication and outreach
- Contribute to knowledge management and capacity building
Develop and maintain GIS models, tools and applications:
- Engage across Office of Quaret teams to agree on priorities and implementation timelines
- Develop and maintain GIS models, tools and applications for infrastructure, geographical features,
- boundaries etc.
- Identify, explore and track data sources to build databases and maintain updated GIS models, tools and applications.
- Adapt GIS efforts to align with changing context and requirements
- Support GIS related contracting and procurement of the Office of Quaret (OQ) program
- Work with teams on confidentiality aspects of data and analysis.
- Analyze data using GIS and other software to produce insights for Office of Quartet (OQ) Program
- Produce independent analysis building on GIS outputs and other data sets / program input from
- teams.
- Draft proposals for new analyses which include resource needs, outputs, schedules, and benefits that are based on economic data, technical data, social data, etc.,
- Contribute to communication and outreach
- Produce clear and visually appealing maps, infographics and other products.

- Develop user friendly interfaces for mapping tools
- Publish maps online and print physical maps as needed
- Draft concise and focused briefing notes and reports, based on geographic data analysis
- Provide required products and insights for OQ reports, briefings etc.
- Work with program teams to enhance data analysis skills, provide guidance on mapping tasks, troubleshooting, etc.
- Deliver routine training sessions to increase capacity within the Office of Quartet (OQ)
- Maintain a centralized GIS filing and folder structure for the OQ to ensure effective knowledge retention and business continuity
- Propose inter sector program collaboration through leveraging & building on GIS knowledge
- Engage across OQ teams to identify synergies and ensure aligned objectives
Education:
Bachelor’s degree is required with a preference for a degree in information
management and GIS certification. Other fields (e.g. engineering, economics,
statistics, international relations, etc.) will be considered based on work experience.
Master’s degree preferred.
Work Experience:
- 2 years of relevant work experience required
- Experience in infrastructure development (energy, water, roads.) is an asset.
- Experience in complex or sensitive environments is an asset.
- Demonstrated understanding of the Palestinian political context is desirable.
- Software skills: Demonstrated competence with Geographic information System software (e.g. ArcGIS, Power BI, etc.) is required as well as standard office software packages (MS Word, Excel, PowerPoint, etc.).
- Statistical software skills (e.g. R, STATA) are an asset.
- Experience with international stakeholders, donors or governments is desirable.
Organization Skills:
- Excellent communication skills: strong writing ability, skilled in creating knowledge products such as papers, guidance notes and other pieces directed at multiple audiences is highly recommended. Strong team player: strong interpersonal skills;
- Project management skills: Ability to develop and deliver on activities; ability to plan in a coordinated manner, manage priorities and meet deadlines.
Language:
- Excellent command of written and spoken English is required.
- Working knowledge of Hebrew and Arabic is an advantage.

Contract type: Full time | National and International Individual Contractor Agreement
Contract level: ICS 8 (for Nationals LICA 8, for international IICA 1)
Contract duration: 4 months with the intention for extension.
