Job Description
Montgomery Watson Harza, a US-based engineering firm, in partnership with Arabtech Jardaneh Palestine, is managing USAID-funded infrastructure program in the West Bank. The program is rapidly expanding to include design and construction of new water and wastewater systems and roads. Due to this expansion, several long-term positions with a significant career growth potential are currently available for experienced staff:


Geographic Information System (GIS) and AutoCAD Specialist :
Bachelor’s Degree in Civil Engineer, and shall have five years of satisfactory experience in the field of engineering, in positions dealing with GIS and CAD. Equivalent combinations of experience and education will be considered for this position.
-Excellent knowledge of GIS software programs ; ArcGIS 9-ArcInfo: ArcMap, ArcCatalog, ArcTool Box, ArcScene software, AutoCAD software and other related technologies such as GPS, database design and applications , remote sensing, Internet and have ability to set and manage priorities.
- A professional knowledge of the principles, practices, methods and techniques of GIS, cartography, manual drafting and map design; data capture procedures; standard reproduction processes for maps, drawings and blueprints.
-The ability to effectively use oral and written communication in the performance of duties and responsibilities.
-Must have excellent people skills to communicate clearly and effectively with USAID representatives and IQC contractors members , be a Self-starter, able to work with minimal direction or supervision.
-Able to work as a team member, contributing to the overall program development by participating in-group discussions in areas of expertise and should have High integrity and honesty
Responsibilities:
- Use GIS and CAD software to develop and maintain the cartographic and tabular databases. This can include examination and interpretation of plans, aerial photographs, legal descriptions and maps to translate engineer’s technical data into GIS or CAD format and be able t o conduct Research to locate and obtain existing databases
-Use GIS and CAD software to produce maps, graphics and analytical products in response to requests from supervisors, meet with users to define data needs, project requirements to develop applications.
-Gather, analyze, integrate spatial data from staff , determine how best the information can be displayed using GIS.
-Compile geographic data from a variety of sources including censuses, field observation, satellite imagery, aerial photographs, and existing maps.
-Analyze spatial data for geographic statistics to incorporate into documents and reports.
-Design and update database, applying additional knowledge of spatial feature representations.
-Enter new map data through use of a digitizer or by direct input of coordinate information using the principles of cartography including coordinate systems, longitude, latitude, elevation, topography, and map scales.
-Analyze geographic relationships among varying types of data.
- Prepare metadata and other documentation.
-Operate and maintain GIS system hardware, software, plotter, digitizer, and color printer.
- Move, copy, delete, and add files, drawings, and maps to output reports in hard copy or electronic transfer.
-Educate the staff on the available information in the GIS.
-Present information to users and answer questions and Retrieve stored maps

In addition to the above, the typical candidate will be expected to carry out the following office related tasks and duties:
-Provide support to the Chief of Party, Chief of Engineer and Deputy Chief Engineer on a variety engineering support needs that may range from:
development of engineering processes, procedures, standard operating procedures, assisting in training junior engineers in GIS and AutoCAD practices and protocols.
Other tasks may include assisting senior engineers with other short notice priority projects.
