GIS Engineer
The General Directorate of Property Tax (GDPT) of Ministry of Finance, Palestine has been promoting the better public services through improvement of property tax system. To help improve the property tax system, Japan International Cooperation Agency (JICA) launched the Project for Improvement of Local Finance System in Palestine (J-PVP) in March 2013. In this project, formulation, introduction and operationalization of the new property tax valuation standards are sought for in order to improve the financial situation of the local government units.
Job Descriptions :
-Facilitate the understanding of GIS between international consultants and local staff especially in the technical aspects of the use of GIS for valuation activities based on valuation standards.
-Assist international consultants in undertaking activities for initializing GIS for property valuation activities of GDPT.
-Prepare and conduct training in GIS for GDPT’s staff with international and local consultants
-Prepare GIS manual for GDPT with international and local consultants
Prepare necessary technical recommendations for GDPT with international and local consultants
Required Qualifications :
-More than four (4) years of general experience preferable in ArcGIS operations in Palestine.
-Bachelor degree or above, preferably in engineering field such as civil engineering, architectural engineering, etc.
-Have experiences and ability to create GIS using ArcGIS application in its full capacity.
-Have experience of at least one complete and successful project for organizing, operating and managing GIS preferably with an experience in instructing GIS operators.
-Have experiences and reliable ability to collect, store and modify necessary materials required for GIS activity and give technical recommendations and presentations.
-Have experiences and ability to use AutoCAD and Adobe CS application in its full capacity, especially modifying CAD data and luster images
-Have experiences and ability to use applications for transferring database to Geodatabase in ArcGIS.
-Have excellent competence to communicate, translate and negotiate in both Arabic and English (for speaking, writing and reporting)
-Have experiences and excellent skills to draft and prepare various reports in both Arabic and English.
-Have experiences and ability to execute instructions from team superiors, sincerely and honestly, and work together with revealing good team spirit through establishing and maintaining good work relationship with other team members, GDPT staff, international experts and other relevant personnel.
-Have experience and ability to think out the issues at hand and communicate clearly with others, take initiatives, lead and motivate people and build consensus for the change promotion and management.
-Have experiences and ability to set priorities, effectively manage time, and work under pressure.
Have basic computer skills, including Microsoft Word, Excel, and Power Point.
-Work locations: The GIS engineer is requested to commute to the project office in GDPT in Al-Bireh everyday (from Sunday to Thursday) and frequent visits to the fields mainly to the Municipalities within Ramallah and Jerusalem Governorates are required.
-Employment duration: Initially three-month probation period, with the prospects to renew contracts until the end of the project period (September 2016).
