Job Description
Action Against Hunger (ACF) is a humanitarian, non-governmental, non-political, non-denominational and non-profit making organisation working in the Palestinian Territory since 2002.

GIS Specialist
Objective:Design and set up a geo-referenced database for ACF programs in the oPt
Duration:6 months

General mission context:
ACF is present in oPt since 2002 implementing WASH and Food Security programmes throughout the West Bank and Gaza.
ACF just started a new four year programme (2010-2013) addressing vulnerable herding communities in southern Hebron. As part of this programme ACF intends to set up a database as part of our monitoring and evaluating process. Data and indicators will relate to water (storage capacity, average household expenditure, awareness of quality control and preservation techniques etc…) and food security (e.g. animal mortality, milk production, capacity of cooperatives).
The objective of the database is first and foremost to enable ACF to monitor and evaluate the programme, but it is also intended to be compatible and complimentary to other existing databases including (APIS) (http://www.apis.ps) and the GVC/FAO database (www.gvcfao-database.org).
The project will initially serve as a pilot which will be scaled up to cover our whole country programme.

The Candidate will:
1-Develop a database that allows for analysis programme data using a structured and consistent framework.
2-Gather relevant data and information from local actors for input into the database.
3-Provide feedback and technical support to the ACF team to develop an effective and appropriate M&E system from a statistical data analysis standpoint.
4-Analyze data and present results based on programme requests and needs.
5-Produce visual documents including map layouts, graphs etc... for external communication purposes (e.g. donor relations, proposals, reports, cluster support, advocacy support etc…)
6-Provide recommendations for how to disseminate information externally and for how to best integrate the data within existing mechanisms.
 
Profile of the Candidate:
Knowledge and experience:
-Higher education in relevant field
-Proven relevant field experience in GIS database development and management is a must
-Strong IT qualifications is a must
-Proven application of GIS database management to humanitarian programmes is an asset
-Demonstrated experience in M&E is an asset

Personal characteristics
-English proficiency mandatory; Arabic proficiency is an asset
-Strong analytical skills and strategic thinking capacity
-Team player but with a strong sense of autonomous self-motivation
-Facility in capacity-building and knowledge transfer
-A valid driver’s license
