The Palestine Liberation Organization for the benefit of the Palestinian Authority has received a financing in the amount of US$ 6.5 million from the World Bank toward the cost of the Education - to - Work Transition Project, and it intends to apply part of the proceeds to payments for consultants’ services to be procured under this project.
The project seeks to improve education to work transition of young Palestinians attending participating Tertiary Education Institutions (TEIs) through: (i) fostering partnerships between TEIs and employers in order to make TEIs’ study programs more relevant to the needs of the labor market; and (ii) enhancing the capacity of the MoHE and TEIs to collect, analyze and disseminate data collected through the TEIs’ graduate tracking system to monitor the outcomes of TEIs’ study programs, and to inform education policy formulation and implementation. MoHE intends to apply part of the proceeds for the following individual consultants’ services
Position # 2: Graduate Tracking System Coordinator-
Component 2, Time Based contract for one year with a possibility of extension
Main Tasks, Responsibilities & Scope of Work:
1-Develop and pilot the higher education tracking system:
a-Prepare the TOR –including the technical and functional requirements-needed for the system development consultant.
b-Revise the survey used in the pilot phase and update it to include the employer survey and also graduates working abroad.
2-Awareness campaign:
a-Prepare terms of reference (TOR) for the design of an awareness campaign to explain and promote the tracking system among TEIs and other stakeholders (graduates, employers, community, etc.);
b-Work closely with TEIs to help promote the tracking system among graduates;
c-Review and approve promotion and awareness strategy –submitted by the media consulting firm;
d-Report on outputs and outcomes of awareness campaigns;
3-Engagement with the private sector: Follow up closely with the private sector (involve them in design of employer survey, promote the tracking system, encourage them to give their feedback through the newly established system);
4-Organization of events related to the graduate tracking system;
5-Exchange of knowledge and best practices: Identify European tracking initiatives (e.g., AlmaLaurea in Italy) and initiate knowledge exchange or partnerships that include the TEIs;
6-Capacity-building at MoHE: Advise on any capacity building or any additional staff needed at the planning department at the MoHE to implement, follow up and sustain the graduate tracking system;
7-Institutionalizing tracking system;
8-Execute of other duties as assigned by the supervisor.
Essential Required Qualifications, Skills, knowledge and Competencies
1-Bachelor degree in Management Information System or related discipline from a recognized University, Master degree is a plus.
2-Five years of relevant experience in project management and system analysis in the field of MIS.
3-Competent knowledge in Software development Life Cycle, Data Management and Analysis Software and Business Report Generation.
4-Familiar with the database languages.
5-Excellence in spoken and written English and Arabic.
6-Strong verbal and personal communication skills.
