CRS is implementing a multi-year Civic Participation and Community Engagement (CPCE) Project. The project is designed to support Palestinian Civil Society Organizations (CSOs) in the West Bank and East Jerusalem, to enhance their institutional and governance capacities, and implement program activities that address social and economic development needs and encourage greater civic participation. 
 
Job Summary: 
The Grant Accountant will coordinate and contribute to the implementation of the CPCE project and grant policies and procedures in compliance with CRS’ established accounting standards, Generally Accepted Accounting Principles (GAAP), USAIDs’ rules and regulations, and legal requirements to support high-quality. You will efficiently perform accounting services through documenting the grants financial transactions by compiling, analyzing, and verifying account information, preparing account entries, and delivering financial reporting services throughout the project/grant life cycle. 
 
Roles and Key Responsibilities: 
  • Set and monitor sound accounting and financial reporting procedures for CPCE subrecipients and partners following established standards. 
  • Assess, evaluate and monitor subrecipient financial management processes in accordance with policy and strengthen capacity of partner in financial accounting and transactions. 
  • Review and validate supporting documentation before processing of financial transactions to ensure all required documents are accurate and complete and authorizations are in place.  
  • Record financial transactions following appropriate authorizations. Review and analyze various accounts to detect irregularities. Advise on corrective actions and prepare correcting entries and adjustments, as necessary. 
  • Monitor disbursement/receipt schedules, alert relevant project staff of due payments/liquidations, and maintain appropriate communication and follow-up to facilitate timeliness of financial resource management and compliance with set deadlines. 
  • Prepare various periodic and ad hoc financial reports and perform variance analysis to assist project staff with decision-making. Assist with budget maintenance for proper management of financial resources. 
  • Provide information to project staff, subrecipients, and partners on financial accounting policies and procedural compliance issues and deliver training and other capacity building activities. 
  • Perform assigned treasury project (cash payment/receipt, cash forecast, etc.) duties, as long as segregation of duties is ensured. 
  • Oversight of the CSOs activity’s procurement, including preparation of all documents required for successful implementation of the activity, including a grants manual, grant templates, grant approval requests, etc.

Job Requirements
Basic Qualifications 
  • B.A. degree in Accounting, Finance, Economics, Business Administration with courses in accounting, or a qualification in accounting (CPA/ACCA or equivalent). 
  • At least 5 years of experience working in project grant management for NGOs, with strong knowledge of international donor requirements.  
Required Languages – English and Arabic fluency required
 
Travel Required: regular travel within Jerusalem and the West Bank required.

 Preferred Qualifications 
  • Knowledge of the relevant public donor regulations preferred. 
  • Proficient in MS Office packages (Excel, Word, PowerPoint, Visio). Knowledge of Insight System or similar financial reporting software preferred.

Supervisory Responsibilities: Two Finance Officers 
 
Key Working Relationships:  
Internal: Country Program staff, including Chief of Party, Deputy Chief of Party, Head of Programs, and Finance team.
External: USAID Mission staff, participating civil society organizations.
