The Near East Foundation (NEF) is seeking suitably qualified and experienced candidates for a Grant Administration Manager to be based in Nablus, West Bank. For over 100 years, NEF has worked to build more sustainable, prosperous, and inclusive communities in the Middle East and Africa through education, governance, and economic development initiatives. NEF’s work is organized around three program areas: Peacebuilding through Economic Cooperation, Microenterprise Development, and Sustainable Agriculture and Natural Resources Management.
Position Description
NEF is currently seeking a Grant Administration Manager to lead all aspects of financial tracking and grant administration in the USAID-funded Palestinian Agricultural Water Management – Global Development Alliance (PAWM GDA) project in the West Bank. The PAWM GDA project seeks to improve profitability and sustainability of high-potential agricultural sub-sectors in the West Bank through improved irrigation technology. Through a public-private partnership, PAWM GDA will facilitate adoption and use of advanced drip irrigation and crop management technology to overcome water scarcity in the agricultural sector and increase farmers’ credit access.
Responsibilities
Coordinating closely with the ¬¬¬¬¬¬¬Project Manager and Irrigation Specialist, Project Director, other NEF West Bank staff and project partners, the Grant Administration Manager will be responsible for:
- Facilitating transactions among GDA partners, including a private sector actor, farmers’ associations, and banks.
- Tracking fulfillment of financial commitments between all GDA partners.
- Overseeing communications, permits and logistics.
- Coordinating with GDA partners to establish a project “Social Fund”.
- Ensuring compliant and timely administration of the Social Fund, including management of public and private sector financial contributions.
- Participating in an advisory committee to identify eligible grantees for agriculture improvement and water conservation projects through the Social Fund.
- Ensuring proper documentation and overall compliance of grant-making.
- Other tasks as required.
Qualifications
The ideal candidate must have:
- Minimum of a Bachelor’s degree in Accounting, Economics or Business; Master’s degree preferred
- Minimum of 5years’combined professional experience in financial and grant management with NGOs.
- Experience in administering grants activities; previous experience managing such activities for USAID-funded projects is highly desirable
- Strong communication skills and fluency in Arabic and English (required)
- Experience writing high quality narrative reports in English
- Computer literacy
- Ability and commitment to work and produce results with minimum supervision
- Ability to work under pressure, meet deadlines and to coordinate within and across organizations
- Willingness to travel to remote project sites, as necessary
