The USAID-funded Palestinian Health Sector Development and Reform Project(the Flagship Project) is a five-year project funded by USAID and implemented by
Chemonics International Inc. to support the Palestinian Ministry of Health and other
key non-governmental health providers in developing a vibrant, sustainable, and
efficient health system to improve the quality of life for the Palestinian people. The
Flagship Project is currently recruiting highly motivated professionals specializing in
the following area:
Grants Accountant (Long-term)
Tasks and Responsibilities :-Review grantee financial reports on a monthly basis including detailed review of all backup documentation and spot checking with vendors. This includes cost share back up documentation.
-Liaises with grantees to request any missing documentation for the financial report.
-Serve as a resource to grantees for questions regarding monthly financial reports, expenditures, costs share, allowability issues, etc. This will include field visits to grantees as often as required.
-Provides training to grantees on an individual and group basis on the Grant Agreement, financial requirements and any financial management issues with the goal of improving the quality of the financial submissions to Flagship and improve their overall capacity in financial management.
-Maintaining grantee expenses in an excel spreadsheet and a simple database, as required.
-Assisting in preparing bank reconciliations for the grants bank account.
-Maintaining grantee accounting records and files.
-Perform other duties as assigned by the Grants Manager, Project Accountant and the Finance and Contracts Manager to achieve Flagship Project’s goals and objectives related to the grants program.
Qualifications Grants Accountant:
-A degree in accounting, business or commerce.
-Strong knowledge and understanding of USAID regulations.
-A minimum of two years experience in booking and accounting support.
-Experience working with NGOs in a financial capacity.
-Training or mentoring experience in an individual or group setting is a bonus.
-Computer literacy in word processing, spreadsheets and preparation of graphs, tables, charts with Microsoft Office (including Word, Excel, and PowerPoint) and QuickBooks is necessary.
-Professional level English and Arabic language skills.
