Job Description
Position Title: Grants and Compliance Assistant
Location: Gaza Office
Duration:     One Year with possibility of extension.
Department: Grants and Compliance

The Mercy Corps Compliance Department is responsible for all financial, administrative and other compliance.  The Compliance Department ensures compliance with donor regulations as well as Mercy Corps’ internal policies and procedures and provides oversight over all aspects of program implementation to ensure that full compliance with applicable policies and regulations.

Working in the Grants and Compliance Department under the direction of the Grants and Compliance Director, the Grants and Compliance Assistant is responsible for providing support to the Grants and Compliance Officer in all aspects of his/her daily activities.

Main Responsibilities:

1-Assist with the preparation of files and documents for subgrantee pre-award assessments.
2-Assist in the preparation of subgrant agreements.
3-Assist with the review of subgrantee financial and other reports and follow up on reporting deadlines.
4-Maintain subgrant files in accordance with the Field Finance Manual and the Grants Manual.
5-Assist with the review of subgrantee support documents submitted in support of monthly and other regular reports.
6-Receive and assist with review and processing of subgrantee vetting, waiver and other requests to donors.
7-Prepare vetting and other compliance related requests for donor for Mercy Corps activities.
8-Prepare regular compliance reports to donors.
9-Assist with review and consolidation of subgrantee reports for regular and periodic donor reporting.
10-Maintain Grants and Compliance department files.
11-Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
12-Other duties as assigned.

SUPERVISORY RESPONSIBILITY:
Not Applicable

ACCOUNTABILITY
REPORTS DIRECTLY TO:     Grants and Compliance Officer/Senior Compliance Officer
WORKS DIRECTLY WITH: Mercy Corps Finance Department and Subgrantees

KNOWLEDGE AND EXPERIENCE:
-Three or more years of finance experience, including budgeting and grant management or auditing
-Experience in the Finance Department of an non-governmental organization preferrable
-A degree in finance, accounting or a related business field 
-Good administrative and clerical skills
-Advanced computer skills in MS Office programs, particularly Excel and Access. 
-Excellent oral and written English skills

The ability to interact effectively with international and national personnel is required.  A demonstrated ability to multi-task, meet deadlines and process information in support of changing program activities is necessary.  A high professional standard of ethics and ability to enforce compliance with Mercy Corps and donor policies and procedures is essential.
