Grants and Compliance Officer
As part of the Local government and Infrastructure (LGI) program implemented in the West Bank and Gaza with funding from the United States Agency for International development (USAID), Global Communities (also known as CHF International and referenced as such) is planning to implement humanitarian assistance activities focusing on creating short term employment opportunities in the Gaza Strip. As such, Global Communities is seeking qualified candidates to assume the following fixed period service position:
Grants and Compliance Officer: Location: Gaza City, Period: 12 Months starting 2 January 2016-30 December 2016.
The position will be based at CHF International Office in Gaza and will report to the Component Lead and work closely with LGI Procurement/Compliance Director and Grants Manager. The incumbent will be mainly responsible for the following:
-Establish the grants management system for the component in line with CHF International and USAID rules and regulations.
-Manage the grants/procurement application, review and approval, implementation, and close out processes.
-Review all grant/procurement activities for compliance with program policies and USAID regulations, and ensure compliance with USAID Mission Order No. 21.
-Ensure all documentation is appropriately recorded within grants management system.
-Report to the Component Lead on overall grants implementation to ensure proposal and budget feasibility, grant activity schedule viability, and that payment to employees/workers are transparent and following the grant guidelines.
-Provide technical support and mentoring to grantees unaccustomed with the complexity and restrictions of USAID funding in Gaza.
Key qualifications:
-An advanced degree in a related administrative or development field
-At least Seven (7) years prior experience working as a grants officer or related field, with at least half of those working on USAID projects
-Ensure internal controls are in place to effectively manage, monitor and report on sub-awards, including being responsive to all USAID regulations and requirements
-Strong interpersonal skills and written and oral communication skills
-Fluency in oral and written English and Arabic required.
