Job Description

Chemonics International seeks multiple Grants and Procurement Assistants for a newly awarded, USAID-funded project promoting economic growth in the West Bank and Gaza through expanded economic development, trade, commerce, and applied research. The five-year project has three main objectives:

  • Objective 1: Facilitate Cooperative Exchange and Knowledge Sharing
  • Objective 2: Foster New Markets
  • Objective 3: Enhance the Capacity of Targeted Entities

The Grants and Procurement Assistant will be responsible for assisting the Subaward Management Team with the contractual and administrative implementation of the grants. S/he will support the processing and the issuance of grants and procurements under this project.

Job Requirements

Specific roles and responsibilities may include but are not limited to: 

  • Grants
    • Assist in activities related to grant solicitation and selection, grant awards, grant implementation, grant monitoring and evaluation, and grant close-outs
    • Facilitate panel reviews/evaluations of grant applications
    • Draft negotiation memo and grant agreements under supervision of the Grants and Procurement Specialist
    • Assist in performing pre-award assessments to determine technical capacity to administer grants awards, when necessary
    • Ensure the highest levels of honesty, integrity, openness, and transparency in administering grant award processes and procedures
    • Assist in financial and administrative tracking in grant management
    • Work directly with local, regional, or international vendors and service providers to obtain quotations and/or initiate procurements of requested commodities and services under grants
    • Managing the payments of the milestones under grants in collaboration with the Grants and Procurement Specialist
    • Maintain all documents and files (electronic and hardcopy) and ensure files are complete and in compliance with regulations
    • Maintain and routinely update any grant database
    • Prepare vetting as required under Mission Order 21 for subawards
  • Subcontracts and Technical Procurements
    • Draft subcontracts and negotiation memo under supervision of the Grants and Procurement Specialist
    • Assist in performing subcontracts awards, when necessary
    • Ensure the highest levels of honesty, integrity, openness and transparency in administering subcontract award processes and procedures
    • Coordinate the receipt among all implementation partners of monthly financial deliverables and invoices
    • Assist in financial and administrative tracking in procurement and subcontract management
    • Work directly with local, regional, or international vendors and service providers to obtain quotations and/or initiate procurements of requested commodities and services under procurement and subcontracts
    • Assist in preparing subcontracts and purchase orders issued to subcontractors
    • Assist in negotiating with local subcontractor administrative and financial requirements, including managing burn rates, invoices, and payments
    • Maintain all documents and files (electronic and hardcopy) and ensure files are complete and in compliance with regulations
    • Maintain and routinely update any subcontract or Purchase orders database
    • Prepare vetting as required under Mission Order 21 for subawards
    • Works closely with the technical component staff regarding the organization of and procurement related to technical events, including conferences, workshops, seminars, etc. This may include securing the venue, printing technical materials, and procuring other needs for the event.
    • Perform other duties as assigned by the Grants and Procurement Specialist to achieve the project’s goals and objectives.

Basic qualifications include:

  • Bachelor’s degree required
  • Minimum of 1 year of experience in grant/subcontract/procurement experience and financial management, preferably on USAID or other donor-funded projects in a similar position in terms of the job tasks and responsibilities outlined above
  • Ability to coordinate with external partners and monitor subcontractors and grantees
  • Demonstrated experience working effectively with various industry stakeholders including the private and public sectors, NGOs, donors, and others preferred
  • Fluency in Arabic required and proficiency in English preferred with excellent oral and written communication skills
  • Demonstrated leadership, versatility, and integrity
