Position Title:Grants and Compliance Officer
Location:One Year with possibility of extension.

PROGRAM/ DEPARTMENT SUMMARY:
The Mercy Corps Compliance Department is responsible for all financial, administrative and other compliance. The Compliance Department ensures compliance with donor regulations as well as Mercy Corps’ internal policies and procedures and provides oversight over all aspects of program implementation to ensure that full compliance with applicable policies and regulations.
GENERAL POSITION SUMMARY:
Working in the Grants and Compliance Department under the direction of the Grants and Compliance Director, the Grants and Compliance Officer is responsible for monitoring subgrants and subgrantees to ensure compliance with the terms and conditions of the subgrant agreement and applicable donor policies. The Grants Compliance Officer is also responsible for tracking subgrants and subgrantee reporting requirements and for maintaining all subgrant files.
ESSENTIAL JOB FUNCTIONS:
1-Ensure all staff are fully aware of donor and internal regulations and requirements.
2-Stay abreast of changes in applicable donor policies and ensure changes are implemented as required.
3-Provide compliance review of procurement and financial transactions, contracts and grants within her/his level of authority.
4-Prepare for review and process compliance (vetting) request to donors and maintain reporting and compliance tracking files – soft and paper copies.
5-Prepare monthly and other periodic reports as required by donors or internal procedures (sub-award reports, vetting reports, waiver tracking, etc.)
6-Assist with subgrantee pre-award assessments.
7-Maintain subgrant tracking as well as financial files in accordance with the Field Finance Manual.
8-Assist in subgrantee site audits and prepare site visit reports and follow up on all subgrant compliance issues and audits.
9-Review and process sub-grantee vetting requests to donors.
10-Review subgrantee reports for correctness and completeness and ensure that reports are submitted on time.
11-Assist in subgrant close-outs.
12-Work with the Grants and Compliance Director to consolidate internal and subgrantee information for regular and periodic donor reporting.
13-Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
14-Other duties as assigned.

ACCOUNTABILITY:
REPORTS DIRECTLY TO:Grants and Compliance Director
WORKS DIRECTLY WITH:Mercy Corps Finance and Procurement Departments, Program Staff and Subgrantees
KNOWLEDGE AND EXPERIENCE:
-Five or more years of experience, including budgeting and grant management or auditing, preferably with INGOs
-A degree in finance and accounting or management/related business field is required
-Good understanding of major international donor rules and non-profit accounting
-Advanced computer skills in MS Office programs, particularly Excel and Word.
-Strong analytical skills coupled with a solid understanding of financial and procurement systems;
-Prior auditing experience is desirable
-Excellent oral and written English skills
SUCCESS FACTORS:
-The ability to interact effectively with international and national personnel is required.
-A demonstrated ability to multi-task, meet deadlines and process information in support of changing program activities is necessary.
-A high professional standard of finance and procurement ethics as well as the willingness and ability to enforce compliance with Mercy Corps and donor policies and procedures is essential.
-The ability to effectively monitor subgrantee compliance as well as to provide support and training for subgrantee personnel is critical.
-The Grants and Compliance Officer must be willing to travel to Mercy Corps field offices, subgrantee offices and project sites.
