Job Description
USAID-funded Palestinian Authority Capacity Enhancement Project
The Palestinian Authority Capacity Enhancement Project (PACE) is working with the Palestinian National Authority (PNA) to improve the institutional capacity and the delivery of government services to citizens. The three-year project is being implemented by Chemonics International Inc., a private international company, with funding from the United States Agency for International Development (USAID). The project has an immediate opening for the following position:
Grants Financial Officer
Key Responsibilities:
Review grantee financial reports on a monthly basis to ensure they are complaint with the terms of the grant agreement, USAID rules and regulations, and Chemonics policy and procedures that govern financial compliance of each project grant award. This will include a detailed review of all backup documentation, conducting spot checks, and verification of cost-share backup documentation.
This position reports to the Senior Financial and Administrative Manager. The primary responsibilities of the Grants Financial Officer is to ensure grantee financial reports contain all proper documentation and that all costs are allowable, allocable, and reasonable and in accordance with the approved grant budget. In addition, the Officer will be the primary point of contact for all financial and compliance related matters. He/she will be responsible for providing capacity building assistance to grantees in financial management throughout the duration of the grant period.
Other duties include:
-Liaises with grantees to request any missing documentation for the financial report.
-Serve as a resource to grantees for questions regarding monthly financial reports, expenditures, costs share, compliance issues.
-Conduct field visits and spot financial checks of grantees as often as required.
-Make determinations of the allowability of costs submitted by grantees for reimbursement.
-Provide training to grantees on an individual and group basis on financial compliance, grant agreement requirements, and any financial management issues with the goal of improving the quality of the financial submissions to PACE.
-Maintaining grantee expenses in an excel spreadsheet and a simple database, as required.
-Maintaining grantee accounting records and files.
-Perform other duties as assigned by the Senior Financial and Administrative Manager to achieve project goals related to the grants program.
-Provide grantees with direction and guidance with regard to procurement of goods and services and ensure competition, proper solicitation, evaluation and awarding procedures.
-Review of procurement contracts including method of payment and ensure compliance with USAID
requirements including mandatory provisions and source origin and nationality requirements.
Qualifications:
-Minimum of a bachelors degree in a relevant field
-An advanced degree in accounting, business, or related field
-Extensive knowledge of USAID rules and regulations that govern administration of grants under contract. (This includes relevant provisions of Mission Order 21.)
-Knowledge of US Government procurement rules and regulations.
-A minimum of five years relevant experience in booking and accounting support for small grant
administration.
-Ability to travel throughout the West Bank.
-Experience working with NGOs in a financial capacity
-Training or mentoring experience in an individual or group setting is a preferred
-Computer literacy in word processing, spreadsheets and preparation of graphs, tables, charts with Microsoft Office (including Word, Excel, and PowerPoint) and QuickBooks is necessary
-Professional level English and Arabic language skills
-Minimum 5 years work experience working on financial compliance and/or grants administration.
