Grants Management and Monitoring Coordinator
The USAID Gaza 2020: Health Matters project is designed to improve emergency preparedness and response (EPR), and to improve access and availability of quality primary and secondary health care by building the capacity of NGOs and community-based organizations (CBO) in Gaza and the West Bank. International Medical Corps (IMC) and its partners, Cooperative for Assistance and Relief Everywhere, Inc. (CARE), Juzoor for Health and Social Development (Juzoor), and Mercy Corps, (the Consortium) bring together various components necessary to create a holistic system that is gender sensitive and responsive to crisis and to the needs of residents of Gaza and West Bank, including vulnerable populations.
Essential job duties and Deliverables:
-Contribute to the development, management, and delivering efficient grants program to health NGOs, CBOs, Private sector actors and others.
-Oversight and monitoring grants implementation utilizing different tools and professional practices including: results based management, planning, budgeting, multi-dimensional analysis, projects> management, M&E, performance management, quality assurance, time management ...etc. to ensure efficiency and compliance to all relevant requirements.
-Ensuring quality implementation, efficient fulfilment of deliverables, and compliance to the sub-agreement terms.
-Conduct site visits and spot checks regularly to monitor on site and field implementation.
-Monitor the progress of the project versus any deviations, make adjustments as necessary to ensure the successful completion of the projects.
-Ensure the flow of information and good communication between grantees, IMC, and counterparts; providing support and guidance in operational aspects and best practices; providing grantees with direction and support regarding USAID and IMC regulations, and policies & procedures.
-Explains grant agreements to sub-recipients and ensure that grantees comply with the terms
-and conditions of the grant agreements.
-Support the grants cycles and the grants-making processes through contributing to the applications review/revision and implies effective measures of risk management.
-In close coordination with the technical officers, collect and review grantees progress reports
-and ensure timely reporting for all grantees.
-Ensuring effective information dissemination on the projects activities.
-Ensure donor visibility and compliance to USAID branding and marking requirements.
-Support capacity building efforts for grantees to ensure sustainability of programs and
-implemented interventions.
-Provide project support and capacity building support for applicants and grantees during the
-grants making process and the implementation phase.
-Coordinate with technical team and counterparts to develop potential grants activities that support technical implementation and grants objectives.
-Problems Solving: Assess problem situations to identify causes, gather and process relevant information, generate possible solutions, and make recommendations and/or resolve the problem.
-Maintaining database/records and documentation of grants' implementation activities and deliverables.
-Supports efforts to ensure the cross cutting themes are integrated into the planning, implementation and monitoring of program activities.
-Ensure considerations of different Needs of Men, Women, Boys, Girls, and Marginalized/Vulnerable Persons in all aspects of grants and implemented activities .
-Contribute to the collection and analysis of statistical data and information to assist with
-monitoring and reporting project indicators and PMP targets.
-Ensure close coordination with the program/technical team and M&E team in all stages of work and through grants/projects monitoring
Qualifications:
-University degree in management, administration, development studies, social sciences,
-community development, or related field. Master degree is preferred.
-Minimum of 7 years work experience in development programs. Preferable experience in implementing USAID funded programs with knowledge of key USAID regulations, and/or working for International Agencies or local NGOs/CBOs.
-Demonstrated familiarity with the NGOs and CBOs sector in Gaza, especially that provide health care support and health outreach services.
-Ability to work in a professional and cordial manner with fellow employees, consultants, counterparts, NGOs, visitors, and the general public.
-Ability to work independently with minimal supervision, to prioritize work assignments, to meet deadlines, and to exercise good, professional judgment that reflects positively on the image office.
-Qualifications in project management or equivalent, knowledge of both theoretical and practical aspects of projects management, knowledge of projects management techniques and tools, direct work experience in project management capacity, experience in risk management, and experience in change management.
-Strong verbal and written English communication skills required in-addition to be fluent in Arabic.
-Experience in use of Microsoft office and internet programs
