PROGRAM/ DEPARTMENT SUMMARY:
Mercy Corps has been present in West Bank/Gaza since the 1980s, helping Palestinians in the West Bank and Gaza to work toward building a more peaceful and hopeful future.
 
GENERAL POSITION SUMMARY:
Grants Manager for Mercy Corps’ Palestinian Community Assistance Program (PCAP) will assist in monitoring the sub- grants activities in the field  and ensure full compliance and applicable to donor policies..  S/he will work under the direction of the Grants Director.

ESSENTIAL JOB FUNCTIONS:
-Assist in managing a portfolio that will comprise multiple sub-grants implemented by numerous international and national NGOs.
-Responsible for monitoring the implementation of all grant activities to satisfy donor requirements.
-Conduct regular and comprehensive monitoring visits to sub grantees projects sites in coordination with sub grants team.
-Help prepare case studies and qualitative finding of the progress of the  program from the field.
-Ensure that all grants implementation is in compliance with USAID regulations.
-In coordination with the Monitoring and Evaluation Director, ensure that grant projects are adequately monitored in terms of milestone verification, unexpected effects and lessons learned,
-Ensure timely submission of sub-grants weekly updates quarterly reports, GEO-MIS.
-Ensure that status of all grants is current starting with changing status from approval to complete to close.
-Assist in reviewing the Performance Monitoring and Evaluation Plans (PMP) of all sub- grantees.  
-Closely follow up the PMP indicator progress tracking sheets.
-Participate in the sub-grant coordination meetings held by Mercy Corps . 
-Prepare progress reports to Grants Director on grant program implementation including information on activities, accomplishments, site visits and compliance issues.
-Responsible for keeping complete, intact and up-to-date files documents of all sub grants technical and communication work.
-Assist in closeouts of all sub-grants in accordance with the appropriate USAID regulations.
-Assist in preparing SOW for external evaluations.
-Stay up- to- date with all USAID regulations and Mercy Corps grant management policies and procedures.

Others
-Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its human mission.
-Any other duties as required by direct supervisor.

ACCOUNTABILITY:
REPORTS DIRECTLY TO: Grants Director
WORKS DIRECTLY WITH: Grants and Compliance Team, Monitoring and Evaluation Team
KNOWLEDGE AND EXPERIENCE:

-5-7 years of program experience including project management, monitoring and evaluation and reporting.
-University degree in Economic Development, business development, or any related field
-Experience working with International organization and especially USAID funded programs.
-Excellent oral and written English skills
-Excellent communication and analytical  skills
-High proficiency in computer and MS office literacy.
-Experience working in complex political environment, and accordingly under dramatically more complex USG regulations.

LIVING /ENVIRONMENTAL CONDITIONS:
This position will be based in Gaza; frequent travel will be required to project sites in Gaza
