Grants Manager
Project Objectives:
The Trade Project is a USAID-funded program operating in Ramallah, West Bank. The purpose of the
project is to expand Palestinian private sector economic growth through reduced barriers to trade and
investment. The project began in March 2013 and is expected to be three to five years in duration.
Currently The Trade Project is seeking a highly qualified individual to fill the Grants Manager position.
Possession of additional qualification to support implementation of the Project’s Gender plan is
optional, but strongly preferred.
Key Responsibilities:
-Develop and implement grant procurement, solicitation and selection activities that are consistent
with Deloitte Consulting and USAID policies.
-Draft requests for applications (RFA) and annual program statements (APS) for the grants program.
-Evaluate proposals for both technical and budget considerations, as well as assess organizations’
technical and administrative capacity to execute proposed programs.
-Review, execute and negotiate grant agreements.
-Ensure financial and contractual compliance with all USAID and Deloitte Consulting rules and
regulations, as well as all reporting requirements.
-Maintain and manage records of grant agreements including paper and electronic files, an inventory
of all agreements, and a schedule of dates and deadlines relevant to those agreements.
Coordinate and monitor the financial management of grants through regular site visits, periodic
reviews and tests of transactions, and analysis of financial and administrative reports.
-Review grantee financial and administrative reports and work with grantee to correct and finalize
reports as necessary.
-In coordination with the Monitoring and Evaluation Specialist, ensure that grant projects are
adequately monitored in terms of milestone verification, anticipated impact and unexpected effects
and lessons learned.
-Closely follow up the PMP indicator progress tracking sheets.
Gender Experience (optional but desirable)
-Ensure, in close coordination with all team members, implementation of the project’s gender
integration and mainstreaming strategy.
-Provide technical assistance to the project team to ensure that the Trade Project interventions
support gender equality.
-Monitor the Trade Project gender integration and mainstreaming strategy and recommend updates
as needed.
Qualifications
-Qualifications: Minimum B.A in a relevant field.
-At least 6 years of grants management experience on donor-funded projects.
-Experience working with USAID preferred.
-Strong ability to assess the financial, administrative, and programmatic capacities of
-grant recipients.
-Demonstrated excellent written and verbal communication skills in both English and Arabic.
-High proficiency in computer and MS office literacy.
