Grants Manager
The Palestinian Market Development Programme (PMDP) is funded by UK Department for International Development (DFID) and the European Union (EU) in-cooperation with the Ministry of National Economy and implemented by DAI Europe over a period of five years, with offices in Ramallah and Gaza. The programme has been designed to improve market systems and improve the competitiveness of the Palestinian private sector. PMDP aims to improve private sector competitiveness through technical assistance and matching grants. Additionally, PMDP will work on strengthening trade and investment linkages as well as linkages with the Palestinian Diaspora to play an active role in economic development in the OPTs.
We are currently recruiting for the following position:
Grants Manager
The Grants Manager based in Ramallah, is part of the Operations Team. The Grants Manager will devise and manage the design, development, implementation, monitoring and evaluation of grant-making authority and grants management policies, procedures, and practices.
Key Responsibilities:
- Establish robust and transparent grants procedures in line with DFID and DAI guidelines.
- Evaluate grant applications and ensuring proper adherence to the terms and conditions for grants;
- Work closely with the Sr. Finance and Operations Director and Business Advisors in monitoring grantee compliance with financial management and reporting obligations and facilitating timely disbursements;
- Manage the on-going assessment of performance delivery of grantees against project objectives;
- Liaise closely with grantees to ensure understanding of and compliance with the grants management manual and procedures;
- Work closely with grantees and other DAI specialists, coach grantees to enhance effective compliance with grant obligations;
- Ensure grants management records are uploaded into management information system efficiently and accurately and on a timely manner.
- Contribute specialised input to the DAI quarterly and annual reports.
- Submit all grant related payment requests and include the required supporting documents for each request .
- Perform other duties as assigned by the Sr. Director of Finance and Operations and / or the Team Leader.
Key Skills and Qualifications:
- Minimum of a Bachelor’s degree in a relevant field. Master Degree is preferable.
- Minimum of 7 years relevant work experience.
- Experience managing a Donor funded grants programme required
- Strong Arabic and English skills
- Ability to provide support in grants process oversight.
- Strong communication and interpersonal skills.
- Strong knowledge and experience of procurement best practices
- Experience in administrative and financial management preferred.
- Ability to lead and work within a team.
