Job Opening with USAID-funded Palestinian Authority
Capacity Enhancement Project
Capacity Enhancement Project
The Palestinian Authority Capacity Enhancement Project is designed to assist the Palestinian
people by working with the Palestinian Authority (PA) to provide more effective, efficient, and responsive services through developing public administration systems. The project is funded by USAID and implemented by Chemonics International Inc., a private international development consulting firm. The PACE Project has an immediate opening for a Grants Manager’ Position to based in Ramallah.
Key Responsibilities:
-Lead the grant team in the design, management, implementation, and evaluation the project’s
$2 million USD small grants program
-Draft requests for applications and annual program statements for the grants program
-Evaluate proposals for both technical and budget considerations, as well as assess organizations’
technical and administrative capacity to execute proposed programs
-Review, execute and negotiate grant agreements
-Ensure financial and contractual compliance with all USAID and Chemonics rules and
regulations, as well as all reporting requirements
-Monitor and evaluate the implementation of grants awarded
-Develop and maintain and relationships with civil society organizations, and local service
providers
Qualifications:
-At least 6 years of grants management experience or relevant work on donor-funded projects.
Previous work experience with USAID strongly preferred
-Demonstrated ability to assess the financial, administrative, and programmatic capacities of
grant recipients
-Solid knowledge of civil society organizations and socio-political conditions in the West Bank
-Demonstrated knowledge on work, needs and priorities of public sector institutions
-Experience in monitoring and evaluation
-Ability to travel throughout the West Bank as needed
-Demonstrated excellent written and verbal communication skills in both English and Arabic
