Grants Officer
Job Description
The Palestinian Health Sector Reform and Development Project is recruiting a Grants Officer to
oversee the grants program targeting rehabilitation and complimentary health services to the Palestinian Ministry of Health. The Flagship Project aims to strengthen the institutional capacities and performance of the Palestinian health sector with a special emphasis on building confidence, promoting good governance, and effective management practices, and improving the quality of clinical services in the Palestinian Authority’s Ministry of Health (MoH).

Grants Officer
Principle Duties and Responsibilities include but not limited to:
-Oversee the implementation procedures, practices, and policies relating to all aspects of the grants cycle and ensure compliance with the project Grants Manual
-Manage the award process, including administration of the Grants Evaluation Committee (GEC) including the documentation and follow-up of actions regarding NGOs considered for funding.
-Communicate with donors and relevant institutions to identify specific grant competition areas and potential grantee organizations.
-Work closely with the Chief of Party, DCOP, operations, compliance, and finance staff, and other team members on all matters related to grants.
-Ensure that all costs incurred by grantees are allowable, allocable, and reasonable in coordination with the project’s finance team and the stated results of the grant are achieved on schedule.
-Manage the project’s NGO capacity building/technical assistance related activities.
-Prepare field visit reports, action memorandums, and emails on a routine basis. All such reporting must be concise, professionally formatted, and convey information that will allow management to make informed decisions.
-Review and evaluate grantee outputs and deliverables.
-Lead dialogue with NGOs and public sector on reforms.
-Facilitate content and logistical elements of training and events for grantees and any events taking place under ongoing grants.
-Performs other duties related to grants under contract as requested by the COP and/or
Education, Qualifications and/or Equivalent Experience
-A minimum of 5 years of experience working complex development programs with health or development.
-Bachelors Degree in health or related field or equivalent experience.
-Familiarity with USAID rules and regulations as well as understanding of the management of health programs is important.
-Ability to effectively communicate, both verbally and in written form in English and Arabic.
-Ability to work in a professional and cordial manner with fellow employees, consultants, counterparts, NGOs, and the general public.
-Ability to prioritize work assignments and meet deadlines.
-Ability to work independently with minimal supervision, to prioritize work assignments, to meet deadlines, and to exercise good, professional judgment that reflects positively on the image of the project and Chemonics.
-Experience facilitating NGO related workshops and working with teams.
-Excellent working knowledge of MS Word, MS Excel, MS Project MS PowerPoint, and MS Outlook.
