Grants Under Contract Director
Chemonics International seeks a Grants Under Contract (GUC) Director for the USAID-funded Trade, Investment, and Finance Activity in the West Bank and Gaza. The project seeks to drive transformative impacts for the Palestinian sector through increased trade and exports and position the Palestinian economy for growth. The GUC Director will support the overall grants management and strategy. The GUC Director will also be the primary point of coordination for grants implementation. The GUC Director must have at least three years of experience working on donor-funded projects in the West Bank and Gaza and/or the wider region. Candidate should have proficient English skills and be well-versed in issues related to economic resiliency and stability, new market opportunities, supply chain logistics, local and foreign direct investments, and inclusive access to finance. Responsibilities
- Provide direction and oversight on an innovative grants facility to support cross cutting objectives across the Activity scope of work
- Responsible for the oversight of the activity’s grants cycle from solicitation and application to award and closeout; maximize impact of grants to beneficiaries across the activity’s project objectives. Provide direction to grants assistance to ensure full compliance of grants from solicitation to award and close out.
- Serve as an advisor to the senior management team, proposing a vision and strategy for the blended finance grants facility, and a work plan that is updated annually.
- In collaboration with objective team leaders, the DCOP and COP, develop creative and innovative use and integration of grants across project activities to leverage the project’s investments and impact.
- Lead and provide expertise on grants development and execution, supervising a team of grants assistance and collaborating with the operations team to ensure full compliance with organizational and client policies and procedures.
- Support technical engagement with project subcontractors and short-term consultants as it pertains to grants
- Undertake other duties as assigned by the COP or their delegate.

Qualifications
- Bachelor’s degree in administration, business, finance or other relevant field
- A minimum of five years of experience including management experience of international donor-supported programs of similar size and complexity
- Knowledge of USAID grants management, and managing and administering grants under contract
- Experience deploying grants and subcontracts in support of project objectives
- Demonstrable initiative and creative thinking in job performance, including the anticipation of challenges and issues
- Regional development experience in the Middle East and North, specifically in the West Bank and Gaza, is required
- Understanding of country context and key stakeholders is required
- Demonstrated leadership, versatility, and integrity
- Strong written and verbal communication and presentation skills in English required. Arabic proficiency advantageous
