(Re-Advertised) Humanitarian Access & Risk Officer (HARO)

MISSION

MdM has been operating in Palestine since 2006 and is currently implementing an emergency response and recovery program in Palestine. The program is implemented around two main components: direct delivery of primary health care and mental and psychosocial services to all the people affected by the conflict.

MAIN TASKS: 

The HARO is responsible for developing and implementing the Security Pack and monitoring and controlling the safety and security of people, goods, and Medicos del Mundo (MdM) programs. He/she is the guarantor of the good practice of the MdM policy on the subject.  

He/she will improve contextual analysis, build a network, support operational management, and strengthen the mission's security capacities to advise and support the Logistics Coordinator (who remains the person responsible for operational security in the country) and field Manager (responsible for security in his/her area) in that regard. The General Coordinator is the final decision maker and will be consulted by LogCo in this regard. 

His/her main responsibilities will be: 

  • Participate, in and represent MdM Spain, in Palestine-based security information networks and other forums (INSO, UNDSS, ASU/ACU, NGO security Forum, Factal). 
  • Ensure security information is stored in accessible electronic and paper systems (UNDSS report, JHOC reports, SWG reports) 
  • Provide regular, concise, and clear verbal/written security updates to the Security Committee WhatsApp groups on Gaza and West Bank context 
  • Provide to the Logistics Coordinator (LogCo) / Field Manager (FM) valuable information and recommendations to make appropriate operational decisions. 
  • Support the Logistics Coordinator on crisis management and the decision-making process with the GenCo 
  • Lead the update, roll out, and supervise the implementation of the MDM security package. 
  • Conduct training and capacity building for the MDM team  
  • Follow up the coordinated movement of Gaza with CLA and cross-check with notification coming from the Gaza Security and Safety Working Group (GSSWG) 
  • Follow up the operational movement of the West Bank base according to the UNDSS notification   
  • Networking and linkage with NGOs, authorities, and other key stakeholders on security to improve security monitoring and analysis. 
  • Elaborating maps on Google Earth or Google Maps

Other: Close collaboration with the Logistic Coordinator and Field Managers to implement some safety/security measures 

ROLES:  

Context Analysis  

  • Collect and analyze all security information from a variety of national and international sources (MdM field focal points, other INGOs, UN agencies, social media, News, etc...).
  • Transform the data collected into % analysis, and potential scenarios, including incident maps, stakeholder analysis, review of existing security management arrangements, and risk analysis. 
  • Carry out a thorough analysis of the security situation in the current and potential areas of intervention and share information and analysis through regular reporting or during coordination or team meetings. 
  • Develop and update the risk analysis for all activity locations, ideally through a participative process/workshops. 

Security Management 

  • Update, at least every 6 months, the full security pack including a security plan, contingency plan, and SOPs based on MdM’s standards and templates (to be done with and validated by the Field Manager, LogCo, and GenCo, before the final validation by the desk).  
  • Follow up with the Logistics department on all protection measures to be implemented on each location/movement. 
  • Participate in the review of security procedures for the entire mission based on priorities, support their update, and verify their application in the field  
  • Ensure that the elements of the Contingency Plan are regularly revised and ready to be used (security boxes, standby car, emergency telecommunication means, security data, archiving, monitoring of evacuation scenarios, etc.) 
  • Support the Logistics Department in developing an access strategy with ASU/ACU information. 
  • Supports the Logistics Department in monitoring movements (knowing that the Logistics Officer is responsible for regular monitoring of movements)  
  • Provide the Logistics Coordinator with valuable information on what indicators will trigger staff movements  
  • Participate in the management of a security incident and follow up on the implementation of recommendations  
  • Immediately inform the chain Field Managers/Logistics/General Coordinators of any incident affecting MdM and of any important event with a potential impact on the organization 
  • Centralize mission incident reports through Sharepoint and liaise with the Logistics Coordinator for validation and reporting to headquarters 
  • Support the relocation/evacuation process including implementation of the action plan drafted by the Field Manager, reviewed by the Logistics Coordinator, and validated by the General Coordinator 

     Team Capacity Building 

  • Ensure full safety and security briefing and debriefing with the newcomers (new employees, visitors) 
  • Identify training needs (either collective or individual) and build capacity on security management for all MDM actors 
  • Ensure proper briefing and debriefing with each team member moving to field locations and validate the movement with the Field Manager 

      Reporting and Representation 

  • Participate in the weekly SMT MdM coordination meeting. 
  • Participate in humanitarian security meetings (INSO, GSSWG)  
  • Make the link with security peers of other INGO and UN agencies / Develop a contact list and create a network 
  • Ensure ad hoc smooth communication with key coordination members, in particular with Logistics Coordinator/ Field Managers / General Coordinator 

      Mapping  

  • Create detailed maps of the intervention areas with security specifications (No Go Areas, MDM locations, sensitive roads …)  
  • Map the different actors, stakeholders, and groups  

      Telecommunication means 

  • Work with the Logistics department on defining the needs, installation, and maintenance of telecommunication equipment 
  • Supervise that all the telecommunications means related to security management are running and properly used by all MdM staff 
  • Define the communication plan for each field office location to ensure the communication flow related to security works smoothly and timely from the entire communication chain (Communication tree, contact procedures during movement, critical communication during incidents) 
  • Ensure training on satellite phones, GPS trackers, and mobile applications for MdM staff 

The list of tasks is not intended to be exhaustive and other tasks may be requested by the line supervisor. In addition, a certain degree of flexibility and adaptability is expected from the collaborator according to the potential evolution of the mission's constraints.

Job Requirements

CONDITIONS OF THE JOB: 

Position based in Bir Zeit- Jericho and Jerusalem, with regular travel to our various bases (Gaza when it will be possible). Otherwise, follow-up of security rules will be done remotely.

Full access to Jerusalem is mandatory.  

CONTEXT: 

MdM strategy in Palestine focuses on 2 pillars: Emergency Preparedness and Response and Mental Health & Psychosocial Support (MHPSS) with protection & gender-based violence mainstreaming. 

In MHPSS, MdM intervention in Palestine is focused on the provision of MHPSS emergency response activities following critical incidents related to occupation, local partners capacity building, and MHPSS integration at the Ministry of Health (MOH) Primary Health Care Centers (PHCCs).  

The HARO will be only & fully dedicated to MDM activities in Palestine (West Bank, Gaza, and Jerusalem) 

SKILLS REQUIRED: 

Training & Experience 

  • Relevant degree  
  • Study/training in security management is an asset  
  • Previous similar position in the country or experience in volatile environments 

Skills 

Technical: 

  • Knowledge and mastery of security management methodologies and tools for humanitarian missions 
  • Knowledge and mastery of telecommunications rules and tools, vehicle management, and building security  
  • Identify, analyze, and describe a security context and events and rationalize security rules
