Overview:  

Global Communities is seeking to hire Hassaleh Innovation Managerfor the USAID West Bank/Gaza Pioneers-Raedat Activity. This five-year $35M program is intended to leverage women's potential to create ripple effects that shift gender-based power relations within the Palestinian community. This Activity will improve institutional frameworks and processes in select sectors to ensure they align with legal requirements and international best practices (both existing and new that might be advanced through implementation) for the inclusion of women. It will also support communities to develop the necessary tools to promote women's inclusion in activities outside the home, build the capacity and confidence of individual women by engaging institutions of higher education and civil society, develop male allies, political structures, and the private sector; and strengthen public awareness and advocacy around women's issues, including gender-based violence (GBV).

The Hassaleh Innovation Fund, an integral part of the Pioneers - Raedat program, serves as a catalyst for empowerment initiatives such as GBV prevention, survivor support, seed funding for innovative projects from hackathons, and backing for income-generating ventures. Within the program, the Hassaleh Fund acts as a versatile resource, evolving to meet needs and nurturing women's innovations through partnerships with private sector, civil society, and academia. It will offer training, internships, fellowships, and workshops for Rising and Trailblazer Pioneers, enhancing their capacity and confidence. Crucially, the fund supports localized initiatives, utilizing digital tools and media products to amplify messages for behavior change and positive gender norms. Collaboration with local CSOs/CBOs ensures community ownership.

 Hassaleh Innovation Manager will oversee and manage the technical fund's implementation within the Raedat-Pioneers program in partnership with finance, grants, procurement and compliance team, ensuring effective support for gender equality and women's empowerment initiatives in the Palestinian community. This role involves collaboration with private sector partners, civil society organizations, academia, Palestinian women and local communities to drive innovation, forge partnerships, and maximize impact.

Responsibilities:

 Hassaleh Innovation Manager will lead the design and implementation of the fund's action plan, fostering relationships with local stakeholders, and ensuring adaptability for sustainability in partnership with Raedat team, partners, and different stakeholders.

Fund Management and Implementation

  • Lead the design and implementation of the fund's action plan, ensuring adaptability for sustainability.
  • Develop and implement intervention plans for the Hassaleh Innovation Fund in alignment with the Raedat program’s objectives and grant manual and mechanism.
  • Identify priority areas for funding and investment to address the evolving needs of Palestinian women and female youth in their communities.
  • Design the evaluation process of grant applications and contribute to the technical assessment of grants applications received.
  • Oversee the grant-making process, from soliciting proposals to awarding grants and monitoring implementation in partnership with Raedat team at all levels.
  • Provide guidance and support to funded initiatives, ensuring alignment with beneficiaries' needs and scale-up of successful pilots.

Partnership Development and Capacity Building

  • Cultivate and maintain strategic partnerships with private sector entities, civil society organizations, academia, and other stakeholders to leverage resources and expertise.
  • Support the MEL team to develop and implement a robust monitoring and evaluation frameworks to assess the impact of funded initiatives and ensure accountability.
  • Provide technical assistance, training, and capacity-building support to grantees and partners to enhance organizational effectiveness and sustainability in partnership with leadership with Raedat team.
  • Document and share learning experiences to foster learning and knowledge sharing within the Raedat program and broader community.
  • Communicate regularly with stakeholders to provide updates on fund activities, achievements, challenges, and ensure adaptability and sustainability.

Financial Management Documentation and Reporting

In collaborate with the Finance, procurement, and compliance team, Hassaleh Innovation manager will contribute in:

  • Managing the budget of the Hassaleh Fund effectively, ensuring efficient allocation of funds and compliance with donor requirements and follow-up on any amendments.
  • Monitoring expenditures, track financial performance, and prepare regular reports for stakeholders.
  • Develop a documentation system that adheres to donor regulations and requirements.
  • Review disbursement requests and supporting documents, and ensure the requests are compliant with the Grants Manual.

Job Requirements

Qualifications

  • Bachelor's degree in a relevant field such as international development, business administration, or social sciences. Preferably a master’s degree 
  • At least 5 years of experience in managing grant funds, preferably in the field of gender equality, women's empowerment, or international development.
  • Strong financial management skills, including budgeting, financial analysis, and compliance with donor regulations.
  • Proven experience in developing and managing partnerships with diverse stakeholders.
  • Excellent project management skills, with the ability to plan, organize, and prioritize tasks effectively to meet deadlines and achieve objectives.
  • Demonstrated commitment to gender equality and human rights.
  • Excellent communication and interpersonal skills, with the ability to work in collaborative approach.
  • Proficiency in Arabic and English Languages
