In order to support the GIZ office in Ramallah, we are looking for a Head of Finance

Responsibilities and tasks include but are not limited to

Financial accounting and reporting

-    Develop and maintain timely and accurate financial statements and reports that are appropriate for the users and in accordance with generally accepted accounting principles
-    Develop, implement, and ensure compliance with internal financial and accounting policies and procedures
-    Prepare all supporting information for the annual audit and liaise with external auditors as necessary
-    Document and maintain complete and accurate supporting information for all financial transactions
-    Develop and maintain financial accounting systems for cash management, accounts payable, accounts receivable, credit control, and petty cash
-    Reconcile bank accounts
-    Review monthly results and implement monthly variance reporting
-    Manage the cash flow and prepare cash flow forecasts in accordance with policy
-    Oversee the bookkeeping function including maintenance of the general ledger, accounts payable, accounts receivable and payroll

Budget preparation

-    Assist Program Directors and the Head of Administration with the preparation of budgets
-    Support the Head of Administration in establishing guidelines for budget and forecast Project management accounting
-    Maintain financial records for each project in a manner that facilitates management reports
-    Provide accurate and timely reporting on the financial activity of individual projects

Information technology

-    Advise on appropriate technology that meets the organization's information requirements and financial resources
-    Evaluate the need for new technology to meet the organization's financial data processing, control, and reporting requirements

Risk management

-    Monitor risk management policies and procedures to ensure that program and organizational risks are minimized

Leadership

-    Positively influence others to achieve results that are in the best interest of the organization.
-    Is also responsible for monitoring, managing staff and ensuring that they provide cost-effective services.
-    Manages staff in accordance with management principles and guidelines to promote a sense of corporate identity, enable employees to carry out tasks independently and create scope for creativity and innovation.
-    Carries out the annual staff assessment and development talk for staff members who report to him/her.

Knowledge, skills and abilities

-    Knowledge of generally accepted accounting principles
-    Knowledge of the voluntary sector
-    Very good knowledge of the English language, German language is a plus.

Education and Experience

-    Bachelor degree in Accounting, Finance, Commerce, or Business Management/ Administration,
Master's degree is preferable.
-    8 to 10 years of progressive financial responsibility in an international organisation.
-    Chartered Accountant, Certified General Accountant, or Certified Management Accountant designation is an asset
